Highly recommend this book by historian Samuel Moyn on this topic: https://www.amazon.com/dp/B08R2L82M5/ref=dp-kindle-redirect?_encoding=UTF8&btkr=1. He goes into depth about the legal justifications they use for these kinds of bombings. Fascinating.
