Lucifer used his own free will to rebel against God. God certainly didn't create Lucifer for Hell. A Calvinist would answer this question differently but I am not Calvinist.
For those who say that God planned everything: Although God didn't not plan Lucifer rebellion, He is using Lucifer rebellion in his favor (unplanned reason). After all, if Lucifer didn't fell, there would be no sin, and if there is no sin, there is no atonement, and if there is no atonement, there is no incarnation Christ because there is nothing to atone for.
