Definitely! It just takes some time to break down each category of cable so that you can accommodate further upgrades/accessories.
I’ll DM you a couple pics for ideas of my old setup
As for the laptop, even easier. They sell slide out drawers and you can hide your laptop in, and the hub can be mounted behind a monitor with velcro. If all of the PCs are on the right, you can still enjoy your RGB!
And yes, everything on the ground can easily be shifted to be hanging and left off the ground with something like this
It’s not from amazon, but the signum cable tray from ikea is great for this. You screw it to the underside of your desk and you can just keep the cables up off the floor.
Amazon actually has the IKEA one [link]
I would get some cable ties and wrap them as much as you can. IKEA sells these great under desk cable management racks called Ikea signum. Yes, the speakers would be fine on the desk no extra cost on stands. Get some of the foam under mats to reduce the bounce off the table super cheap but effective.

I built my desk with a vanity shield and have 4 of those racks to stuff cables inside. You can’t see any of the cables at all from under the desk. Amazon sells cheaper alternatives....
I have this cable basket from Ikea. It's barely big enough to hold a surge protector with things plugged into it, but it works! Mine is just screwed to the bottom of my desk towards the back!
Aside from being a desk from the mid-to-late 1800's, that's a really small workspace. I would suggest getting a rack to screw in under the desktop.
Definitely get a middle support.
Also this for getting all those wires secured under your desk. Works great on my wood top.
Ikea sells them, but I ordered it through Amazon. It was cheaper on Amazon at the time.

Sorry for the late response! But I'd recommend a signum rack of some sort, such as the one I have https://www.amazon.com/IKEA-SIGNUM-management-horizontal-silver/dp/9178905931/ref=sr_1_1?keywords=ikea+signum+rack&qid=1572043071&sr=8-1 or a channel raceway https://www.amazon.com/Channel-Cable-Raceway-Black-Length/dp/B002DNM42O/ref=sr_1_5?crid=3VJFBCJRV8GS6&keywords=channel+raceway&qid=1572043089&sprefix=channel+race%2Caps%2C155&sr=8-5 if youre not comfortable with screwing into your desk. Hope this helps!

You won’t regret it
Ikea has something similar - [link]
Install this under your desk and wrap all the cables around it
I bought this cable organizer from ikea and it’s great. Was able to hide the power strip in there and connect everything.
I have this and it does the job
This is the one I bought at IKEA, it’s more expensive on Amazon but worked great for me. Edit: pic below showing no wires below.
The IKEA SIGNUM cable tray is a miracle worker. Easy install on the underside of the tabletop!
You could also get a Ikea Signum rack that will hold those cables. [link]

This and velcro straps and your going.
Under the desk one of these might help you a ton.
I've been tasked with organizing the rats nest behind the TV stand. I was planning on hanging an IKEA Signum vertically behind the entertainment center and running cables back and forth through there to make them disappear nicely.
My main concern is that the entertainment center is made out of MDF board. I'm afraid if I try to drill into it I'm going to mess up the entertainment center and find myself in all new trouble! Any recommendations?
I used this
I used this and some velcro straps (no pictures, sorry):
Mount the power bricks under the desk with something like the Ikea Signum. [link] .
That will help with the cable management. You could potentially put your monitors on some sort of riser that will match your desk like this one from Fitueyes: [link] .
Once that is done you would have some place to put your XBox other than on that out-of-place-looking side table and you can get rid of that altogether. Lastly, route all of the cables directly behind the desk and monitors with zipties and you will have an A+ setup!
it doesn't come with the desk but I'll link it, almost bought two but one was plenty. [link]
Cable Management Life Savers:
In my experience every time you would try and adjust a cable it would fall and sometimes it would just randomly come detached. I wasn't partial to drilling into my desk either, but what I ended up going with was an Ikea Sigum. Which you do have to drill small holes into the desk, and an APC UPS to handle my power problems. I then bundled my cables with Joto Cable Sleeves
