I bought an HPS light for the tent (indoor grow), but I didn’t think this was appropriate to use at the seedling stage:

December 12th is my birthday so I’ll be getting some money. Hopefully enough for a good LED light but idk if not then probably a couple $50 200 watt CFLs

Opinions on that?

It is this light except I bought it off Craigslist for $40. It has an adjustable ballast so I run mine at 75% which is roughly 300 Watts (although it’s not exactly because efficiency drops off some).

You wont get anything unless you transplant them into good soil in five gal pots. Bury the weak stems and put a good light over them 400w HID make sure you have air circulation so they don't get too hot but a 400 is nothing for a bedroom in winter. (space heaters are 1000-1500) Going the LED route will work too. Apollo has some good priced LEDs that have lasted me years.

don't really need a green house indoors.

if you are looking for the plants as decoration i guess you don't want to cover them up, otherwise i would just get a grow tent.

just get a flood table or cement mixing table to put your plants on (water proof, with a sidewall so you can bottom water if you want).

then yeah artificial lighting will look pretty interesting in the house but a 400W hid would probably do just fine for your lemon tree / tomato / peppers or whatever else you can fit up there. i got one of these cheap kits for last year Christmas and has worked good.
