As others said, sell it on ebay. Did you try powering on the card after the tornado? If not, there's a chance the card can be saved. You need to disassemble it, douse the entire card in 99% pure isopropyl alcohol (you'll likely need up to two bottles emptied in a small container that can house the video card in, for this), then let it dry (which won't take long; a simply datavac or another hot air duster (NEVER used compressed air, EVER!!) or hair dryer set to low will work (BE CAREFUL--ALCOHOL IS FLAMMABLE). That would be more cost effective than the bag of rice method (since there's plenty of other uses for alcohol).

Don't be so sure the card is totally dead UNLESS you tried powering it on with water in it. Someone on OCN had conductive silver paint _shorting_ out his card, due to MG842AR paint flake remnants sitting in almost invisible parts of the card, and when he gave it a 99% alcohol bath it completely fixed the card.
If you find that the card is truly dead, sell it for parts or not working, on ebay. There may be people desperate enough to take their chances on a card and hope they can somehow fix it (and you are not obligated to give them techsupport), so make sure you don't scam yourself in asking price. Just price it at the market value for similarly priced cards/parts not working.
