You can watch the most important scenes that were cut, in order, with the commentary from the director and tim robbins on youtube. There is also the movie script that is full of pictures and explanations. I think those two things combined get as close as a director cut as we can get unfortunately. You can also find little snippets of scenes on youtube, like a man r*ping another in the subway, or the mailbag movie in jacob's mail delivery truck. That's about it.
