Tami Dickerson is the lady's name. She's written a couple of books about her experiences with 'dubs. I've read the first two but not yet this one. It's probably more detail then I would need about this parrticuar issue - since I'm fine with just knowing they're a bunch of hypocritical liars - but if you want more detail this might be good.
She does touch on her research in her book The Truth About The Truth so I have some idea as to how methodical she is. She goes through changes in the UN's forms and when and how that impacts signatories.
