i've got a similar but different problem.

it works with my phone 6 (IOS 12.4), but i want to use a different phone because the 6 is no longer supported by the game.
i've tried an iphone 6s (IOS 14.2), and iphone 7 (IOS 13.6). neither the 6s or 7 would record any steps after being rocked overnight. adventure sync was on and battery saver was off.

did you ever resolve your issue?

i have an IP6 (not good enough to play but good enough to pick up active-sync "walking") that we rotate all the family players through. every week we all get the 100km walking bonus drop on monday. and no spoofing involved.

this one only does one phone but gets about 4km/hr and is pretty quiet. the problem is rigging a wire to keep the phone charged (i let swing all night long) in such a way that the wire doesn't slow down the swinging action.

this one can do two phones but only does about 3 km/hr. it is noisier, like a cheap battery powered clock. but it is a lot easier to rig up power wires to keep the phones charged.
