The English releases started coming out in 2005, here is volume 1 and the rest are on Amazon and I believe Barnes & Noble sells them too.

No, they released Part 3 in physical format too. I have the first issue and you can buy it on Amazon.

Reading the hardbacks might not be a great idea, as they are going to take a long time to get to Steel Ball Run. I'd reccomend buying the currently available Viz release of part 3, then going on to the online scans of Part 4-8.You can also read parts 1-3 online.
