That is correct for standard consumer gasoline cans, but not for commercial cans. In this case, OSHA has their own safety standards that put worker safety above emissions and those cans can still be purchased. They are much more fire safe and specifically designed to not build dangerous levels of pressure. The downside is they cost more. link
