It's worth mentioning for anybody looking at this thread that I was almost certainly mistaken about my outlet wiring not having a neutral which would be almost certainly impossible, in North America anyway.
I has just assumed my outlet wiring was like my light switch wiring in my house but it turns out that it was only the light switch wiring in the 50s where they didn't bother to run neutrals since there was nothing back then that required them.
You simply can’t have a 120v split phase outlet (which is all of North America)
So it looks like I can in fact replace my traditional outlet with one like this.

If there all on outlets change out the outlets to something like this

I'd personally opt for installing a programmable smart switch that opens/closes a relay controlling the circuit for the towel warmer.
Unless the towel warmer outlet isn't the only thing on that circuit.
You can also just get smart outlets and control them that way. Probably the cheapest and easiest option.
The thing is he could just unplug the tv from the smart plug. What you really need is a smart outlet like one of these:

Right sorry, I was thinking of the outlet https://www.amazon.com/dp/B07N3CK3MM which I need because of an atypical install where my Shield is mounted behind a TV on a wall with no clearance for the plug.

Keep in mind that smart outlets tend to be pretty deep so make sure there’s enough room in your electrical box.

Hi there!
Here’s an update since you were interested. I ended up purchasing a Samsung SmartThings Hub, an Aeotec MultiSensor 6-in-1, and a kasa Smart Outlet kp200. In the SmartThings app you have the option to make automations, so I set up 2 separate programs - one to turn off and one to turn on (like so: if aetoec relative humidity is greater than or equal to 70% then turn off kasa smart plug “humidifier”). So far everything is going perfectly! The sensor is great because it keeps track of the humidity, lux, temperature, and I can view it from anywhere.
