If he washed it more it would probably end up even more dry. I used to wash mine one a week-ish. Used to because I shaved mine off.
As for not growing in on the sides, not much a man can do about that. For the dryness oils may be his savior and balms wouldn't hurt.
Honest Amish (www.amishbeardcare.com) gets generally positive reviews around here. Personally though, I much prefer Spiffy Stuff (http://www.mensspiffystuff.com/) Those little tiny bottles of oil might seem expensive but they last for months and only have positive effects on beard hairs, moisturizing and softening.
A quality boar bristle brush and/or comb might be appreciated. My brush comes from Wal-Mart, but it still helps work oil through the beard. I have this Kent comb. You might think, "10 bucks for a comb?" However, his comb glides through my beard like butter covered in KY and fits in my pocket; those cheap, black gas station combs cannot compare.
