If the rails are made from stainless steel, you could use any of the 'cold black oxide' coatings that are made to finish guns and knife blades. They work on most steel surfaces and some other metals and offer rust and wear protection that is better than paint or plastic coatings. I've had good luck with KleenBore Black Magic, fwiw - but any of the 'cold bluing' gun blacks should work. If the rails are aluminum, there is a similar product for blackening aluminum out there as well.
I don't think it is the same, except in general appearance. Actual Parkerizing seems much better than the stuff I used.

They definitely make rub-on or brush-on products that do the job. I've used this product and it worked pretty well. Had to apply at least a couple "coats" to get it to be as dark as I wanted. I only applied it to joints where I had to grind down my crappy welds. It's a pretty small bottle, so I'm not sure it would make sense for a large project.
I've also seen Jimmy DiResta use Presto Black Gel in some of his videos, which probably works better since you can apply the gel and let it sit until you achieve the level of black that you want. His results looked awesome.
Worthwhile to note that it won't work on galvanized parts of course.
You can apply this stuff to turn those grind spots back to black.
