The way these work is that a small pin, once removed from the device, sounds a 140 db sonic alarm. The device and the pin both have pull tabs on them. Take a ground stake and fasten the pin to the ground, and use the keychain loop to secure the device to your lawn decoration. Once the thief snatches your decoration the pin will fall out and the alarm will sound. The thief is instantly exposed and can either drop the decoration or risk attracting further attention if they try to escape with it.
Either way, if you suspect it is one specific neighbor, this will hopefully be enough to deter them.
In addition to the good advice posed here, I recommend buying a alarm that attaches to your keychain. Once the pin is pulled it emits a very loud noise that might deter an attacker.

I was gifted one of these alarm keychains and my gosh it is UNGODLY loud. If you come across a stubborn animal that won’t leave, this will definitely move them. It’s intended purpose is to draw attention when you encounter an attacker, and it most definitely does that.
Skate with a small speaker. Many skaters skate with little speakers to jam out to when trail skating. If you’re far enough away from a residential area, I don’t see any issue with using a little speaker that isn’t insanely loud. The noise should help you deter animals just as much as bells would (as previously suggested!)
Before I moved in, I took a self defence class. I’m a weak 163 cm girl with anxiety, and it helped a lot with my confidence.

Yes absolutely! Ring Cameras are great and can definitely help you legally. You can grab those from Amazon I believe, and also there are some great hand held alarms you can put on your key chains. I'd recommend some. We purchased these and they are loud, and really nice to have on hand. These prevented a robbery in someones security footage as a review, it was impressive. If you see anyone on your newly installed cameras at some point pull those for them to hear and it'll scare anyone. It definitely makes noise where other houses can hear it if you and your girl need help. I hope things get cleaned up in your neighborhood, it totally sounds like a serious stress mess. It's not a weapon but I recommend getting a Keychain alarm. It's basically a personal panic button, they are crazy loud and would allow other staff to know you were in danger. We got them for everyone on my unit to keep on their badge pull after a situation where a nurse got cornered by a patient.

Having a weapon is a big responsibility, which is why I always recommend training and licensing. Every time you hear the kids start up, set off the alarm. Let it blast for a minute. Wear ear protection. This sucker is loud. They'll stop what they are doing to try to figure out what the noise is. keep at it. Have lots of batteries for the alarm on hand. Kid runs around, alarm goes off. Every time. When they finally come downstairs to ask you what the sound is say "I don't know what's going on, my smoke alarm is malfunctioning."
Keep it up for a few more days. When they come down again say "Oh, yeah, I figured it out. It must be the vibrations from the running upstairs. Bummer, huh." They will know this is bullshit, doesn't matter. Stick to your story.
