Its possible, there is likely less visible light and more work power light.
I know in my grow when I went from household leds/cfls to the quantums it seemed like it was dimmer, but the growth rate of the plants is 10x more with the quantums.
In my aquaponics setup for leafy greens I run t8 LEDS and they also seem to be kicking butt pretty good too, the algae sure loved my 18hr light period. Guppy grass, Amazon Val and hornwort growing like crazy.

While they are more expensive per watt then using a regular LED bulb, the spectrum will be better so you will get more usable light per dollar with these bulbs.

We have several different indoor propagation / grow areas and have used a number of LED grow lights. This style works well, but each 42w light only produces around 1500 lux. One light will be good for your low-medium light plants, but you will need at least 3 of these lights over your higher light need plants to get them happy and run them for 12-14 hours. You can get more powerful lights to run them for less time, but also increase the risk of burning the plants.
The other downside of led lights is they will be very bright for the rest of the room. Our grow rooms "glow" when the lights are on and I wouldn't recommend them necessarily for a living room.
Here you go! Some people use PAR some people use wattage, some people use lumens/temperature of the light. These are all useful, but watts and PAR are the most important! Good luck!
