This is what I use and I have it drilled into a cheap bookcase for now. I would also look into grow bulb specs because some lightbulbs that don’t specifically advertise as a grow bulb may work just as well for a cheaper price!
I've really liked the DuroLux T5s that I've bought from Amazon. They have different lengths, and 2 light and 4 light setups. I use the 2 light setups on my houseplants and the 4 light fixtures with my succulents.
I just ordered, but haven't tried yet, some led strip grow lights. These are for tighter spots where I just want a little extra light.
I used to use Sunblaster single tube ballisters but they're just ok in my opinion. For the cost there are better products.
If you have a bunch of plants without saucers, consider getting a large boot tray to put on whatever shelf you're using to keep the plants in. Just makes things easier.
I never used grow lights before because I didnt like how they looked. Now they have the natural looking LEDs that really makes a difference in faster bud and leaf growth. I wish I had started sooner! I have grow lights that I love from Amazon. They're called cholas, I'll link at the bottom.
They have three light strips that come with the option of screwing into something, or using adhesive backing to secure. They have a built in timer for 6, 8, or 12 hours, as well as options for light intensity. They're $30 and I've had 3 sets around the house for over a year - so worth the money. They've especially worked for my philodendrons, my herbs, and my garden flowers, so I think they could work for cacti as well.

It does seem to be really complicated. I struggled with the whole wattage thing, then said screw it and went with these and I love them! My plants do extremely well under them and it makes their sun stress colors look so nice. If you have any questions I’d be glad to answer them!

If you're looking for a light to attach to shelves the 1st link you post is less than ideal. But it will work great if you want a versatile and moveable plant light.
I recently researched lights so I could get the best for my indoor veggie grow setup in my price range. I ended up getting THESE. They are natural white light, not that crap blue-purple light which is unnecessary. They are small and light and can be easily attached to different surfaces. They came with screws for each end as well as adhesive strips. I'm attaching them to the bottom of black wire shelves so I just strapped them on using zip ties. And I can easily add additional ones if needed.
The most important aspect of grow lights is the spectrum of light. For most plants the color of the light as visible to the human eye is irrelevant. HERE is a good article that explains grow lights very well. From the research I did you'll want something that is as close to 645nm or 4500k in the light spectrum. All lights have a range so you'll want to aim for those numbers to be the middle ground.
The only time you want to stray farther from the above numbers if you want to try and force fruiting/flowering over leaf growth or the opposite. If that is your goal you'll need to do more research as I just wanted good overall lights.

This is what I use. My apartment doesn't get much natural light, and my plants responded well. I'm really impressed with it. I did have to buy some velcro tape because the sticky tape it came with wasn't very good and I didn't wanna drill holes in my plant stand.
