Yes, Santorum made these comments, but his point is being taken out of context. He was referring to the libertarian view of "not legislating morality". Many of the Founding Fathers, in fact, would have agreed with Santorum's point.
For instance, the famous John Adams line:
>"Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other"
Dozens of other Founding Fathers said the same thing. You can find hundreds of quotes and writings from them.
I believe that morality can and should be legislated. It's not all or nothing. Some legislation goes too far, some doesn't go far enough. Here's a good book on the subject.
