My default answer, in case of no budget constraints, would be to wait for HP Omen 15 (2020) to restock with the R7 4800H.
There is also the Lenovo Legion 5 you could consider once the AMD models arrive to India. It was something I originally wanted to go for. I ultimately settled for the Omen because I wanted a thermally cool laptop while working and gaming, and also a budget-friendly one at that. The Legions apparently the thing except that they are not budget friendly. lol
I also wanted Ryzen for running finite element analysis and rendering such as COMSOL/ANSYS/BLENDER (my office computer runs with a fat Threadripper 2990WX and I am quite pleased with AMD when it comes to multi-core intensive applications).
Ok in terms of CPU performance about the best in the business rn is the ryzen 7 4800h but since it's an H series it needs good cooling and it won't come in some of the thin and light in this price range and might be a little over the 1k budget(~1050). Other than that you're also sacrificing a bit of battery life.
The cheapest one I found was the Levono Legion. Comes with 8 gb RAM and 512 gigs of SSD storage and GTX 1650. The keyboard is a definite upside and the panel is pretty decent too with a 120hz refresh.
I recommend the legion 5 with 8 core AMD Ryzen 7 4800H.
It has enough cores to help stream and doesn't have gamer accents so it should be pretty stealthy in public.

Sure thing. Let it be known though that a gaming laptop isn't always bought for gaming, many setups for engineers are "gamer" setups since it would allow them to work with graphics-intensive software such as CAD and Altium.
Now for comparing the IdeaPad and Legion 5
AMD 5800H vs AMD 4800H Personally I don't see too much of a difference with these two chips they're both great but if I was constricted on a budget, I would go for the 4800H despite the 5800H performing on average 3-5% better.
The GPUs are the same, the storage for the IdeaPad seems to be x2 the Legion 5.
The memory for the IdeaPad is 16GB and from the sources I could find online, these are apparently soldered to the motherboard (meaning you can't upgrade them down the line) but the Legion 5 has upgrade options in case you want to go beyond 16GB but honestly if you need more than 16GB you'd ideally opt for an actual PC and I believe 16GB will be just fine for university student.
Since you don't care about gaming, the display for the IdeaPad i'd favor a tad bit more because of its QHD IPS display and 350 nits is far better than the Legion 5's 250 nits (upgradable to 300 nits, but too expensive)
I would actually go for the IdeaPad but on the Lenovo website it says "coming soon" so I'm not sure when that'd be and whether it would be before school starts. Only downside I can think of is the non-upgradability of the RAM but as I said, 16GB is good enough.
I find battery life claims to be wildly inaccurate with my experience, so I'm not gonna make any comparisons there though usually gaming laptops have a larger battery due to higher power consumption but again, I believe the metrics are inaccurate so don't count on it. Hope this was helpful!

It's a Lenovo legion 5, 15 inches, not too big but not too small. It's a very industrial design, so people won't stare at your laptop, and it's just an excellent laptop for day-to-day use. While I don't have one, my old buddy owns one and he loves it to death.

Obviously an overkill for sims 4, but since your budget is $1k this is the best option for you. Plus, you get to play the game at a much smoother 120 fps at the highest settings. You also want to install the game in an ssd since sims 4 has so many loading screens.
