I run this 4k 48" oled on my 3060. It works amazing, but I do not play FPS. I play Hades, Heroes of The Storm, Diablo 3, all on the highest graphics settings and it all runs flawless to me.

The LG C1 is 48 inches but proportional. Oled, 4K and 120 hz with FreeSync and gsync. I have G9 and prefer to play some games on the C1 instead

LG C1 48" was on that same price a couple of months ago. now is $897
I was in a pinch during the GPU crisis, where it was vital that I upgraded for work. I could not get my hangs on an RTX, and I really needed one for GPU rendering. I held out as long as I could waiting for a 3090 to become available, but I was just not having any luck on the raffles and what not.
Black Friday rolled around, and I noticed Best Buy had a 3060TI machine prebuilt from CyberPowerPC. It was like 1500 after tax. I grabbed it hoping I could resell it later at a loss and upgrade. Well...I was so pleasantly surprised that I havent even bothered upgrading. I run an OLED 4k 120hz LG tv and play games like Hades, and Valheim at max settings flawlessly. Eventually I might want to upgrade just to render faster at work, but if I only played games, I'd be all set.

As for monitors, if you're shooting for the best of the best then you've got to go with the LG C1. It's got W-OLED which, although not as good as QD-OLED, smashes LCD panels. Great response time and reviewed highly. Most importantly it's on steep discounts due to C2 rollouts. Technically a TV, so it's big.
Keyboards and mice are very personal choices. I encourage you to look around at mechanical keyboard and mouse subs to see what you want. Here are some easy budget picks in the meantime:
Capture card depends on how you use it and what ecosystem you're bought into. I'd reference streamer-dedicated reviews and subs like EposVox. Personally I use an HD60 Pro. USB capture cards are not as fast as PCIe cards but have greater flexibility, etc. 4K60 Pro Mk. 2 cards or avermedia dual capture cards may fit your bill.
Along similar lines, webcams are very stream-dependent. I'd also reference EposVox for this. We are seeing more interesting products in this area and many streamers skip webcams and go for camlink + DSLR combo.
