This water bowl is actually spill proof, from personal experience, at least with my small dogs around 15 lbs.
Is he riding in a crate or loose? Stuffed Kongs or other chews so he has something to do. Stop every ~half tank of gas to let him stretch and have a chance to potty. Make sure he has access to water the entire time, if he's crate a flat-sided bucket works great or one of [the Lixit bowls[(https://www.amazon.com/Lixit-Waterboy-Travel-Water-Bowl/dp/B0006BB78W). Keep a collar on him the entire time, god forbid you get in an accident or he slips out at a rest stop or yanks the leash out of your hand or anything weird; my dogs are always naked day to day but I always have collars on when we're traveling. Along with my regular 4 ft leashes, I like bringing a ~15 ft leash so when we have a good area to walk I can give a little more leash for exploring- can help with getting him to poop too. Speaking of poop, I also like to give probiotics while traveling to help keep their gut happy. For hotels, don't lie about having a dog, it's not worth it if you get caught.
get a smaller water bowel, my puppy had the same problem and when I bought a skinny self watering bowl she had no problems anymore. I have been using it since my dog was 12 weeks old. He now has regular water bowls around the house but this one is still the one we use for his pen. It slows down drinking, the base is to heavy for the dog to really topple over and the hole to drink out of makes it impossible to fit their paws in.

This water bowl is life. Big Ole rottie traveler I knew had this for seven years and never once could spill the water! Also you can throw some ice in it for hot days :)
