I used to use this for my handcam and it's not bad, minor adjustments to clean it up. Most webcams are adjustable.
I have an older model of this and it works well enough. It's on sale for $20 as well, so that's good.

This is the only webcam I find close to your budget. It's a 720p cam, but I can't attest to how well it works.
I've used F2P clients before, and while they work it's not the same as paper magic. Being able to have a group of people other than a local scene is really nice. It doesn't look spectacular but it's cheap and looks fine when it's just a portion of the screen.
And for the mic I'd suggest just messing around with your settings, that'll fix almost any audio balance problem. That way you don't blow anything now and you can save up for a good mic!
Buy a disposable video camera for it. Here's one for under $25
Or save an old smartphone when you get a replacement.

I have a couple of these these for security purposes. They work perfectly, running 2 can be real hard on the computer. They have decent low light and the video looks good.
I used this for a few weeks. After tweaking the settings, everything looked absolutely fine, I only ended up upgrading because the c920 was on sale at the time.
Here! Plug it in to a laptop, point it at the stage, and charge $5 to watch it. Congrats, you've got ROI after 5 viewers.
This is the one I use. Works great, good brightness in darker scenarios, and has a decent mic built in.
Just took some time looking around and found this for $15 used so I think I'm going to go with it unless you can convince me that yours is worth the extra 10 bucks.
I use this - Logitech HD Webcam C270, 720p and the image is pretty clear, for the $25 I spent. Just keep in mind to give yourself some good lighting if you plan to use a cam.
Don’t trip on the webcam too much. Maybe get a 20-40 dollar one from Amazon. And check out a streaming software like OBS or StreamLabs on YouTube to see which one that you like. Then get a capture card. This is the first one I had but now I have a Elgato HD60 pro. Really they both work fine. The real hard part is sticking to it even when no one is watching for months. I’ve been at this for almost a year and a half and I’m still enjoying it. But I’ve had ups and downs for sure.
Just get the basics and START then worry about the best of the best stuff later. To really stick with it you gotta be able to do it even if it’s going slow. Quality equipment won’t help you enjoy yourself.

Do you have a webcam? That's what I'm using to record myself so I can watch my hands and identify errors that need to be fixed. I've only been playing for a year, but a few months into playing I bought a $25 logitech webcam from amazon Logitech C270 and it's really helped me improve, and I can recommend this model. I just wanted to have something that would clearly show the strings and not get too blurred, which is the problem I had with using my phone. I also use it for skype calls and whatnot, so I consider it a decent $25 investment until I get better and want "real" recording equipment. If money is an issue I would look at something like a Logitech C270. They're not as nice as a 920 or 922, but they can stream at 720p and with a bit of colour correction they can look great. Chances are you aren't streaming above 720 anyways.

As for a mic, I'd assume literally anything is better than the mic on your headphones. The C270 has a built in mic which isn't great, but I have no idea how good/bad your current setup is. Might be able to lean on the webcam mic until you can afford a better mic. I absolutely hate things like Blue Yetis but in your price range you're kind of stuck with a USB mic. I'd suggest a dynamic cardioid either way, and you can search amazon for usb cardioid mics; there are a lot of them, and a lot of youtube reviews of each.

The Webcam C920 was $52.49. Someone's trying to sell it used for $194.97.
A build using all parts/pricing from Microcenter; came to $1,915.89 (but without headphones). I unfortunately don't have a suggestion for headphones as I have the same issue as you - I've never been able to wear over-the-ear headphones for more than 30 minutes without discomfort or pain, so a result have always used earbuds. I have a couple suggestions for parts/components that would save you a good amount of money if you are willing to order online (in parts explanation). Parts explanations below:
CPU: The 3600 is a great all-around CPU with 6 cores, multi-threading, and fast individual core speeds (good for gaming). With a 1440p 144hz monitor, gaming will put most of the burden on the GPU, so this CPU is more than enough; plus can be overclocked for more performance.
CPU Cooler: AIO (240mm) as requested. The black fits with the color theme, while the pump head has aRGB, which is a nice touch. I'd mount the radiator to the front of the case, with the fans sandwiched between the radiator and case for cleaner aesthetics.
Motherboard: This is a motherboard without a lot of frills, but it has good VRM's that are beneficial for overclocking a CPU. It does have RGB headers, but if you want to add addressable RGB components down the line where you can change the color of each individual LED in a component, I'd recommend this motherboard instead - it not only has a header for both RGB and aRGB, it also has a connector specific to Corsair components that lets it control the Corsair specific lighting elements without an adapter. Pricier though, of course (60% more).
Memory: 16GB of 3600Mhz low latency RAM - great for performance, also black and clean looking.
Storage: I included a 500GB m.2 SSD (Inland brand - Microcenter's in-house - but it received great reviews online and uses great components) and a 1TB HDD. Storage drives on the case are all hidden under the PSU shroud or on the back of the case (behind the motherboard), so completely out of site and do not ruin visual aesthetics.
Video Card: The 2080 Super is a great card - just one step down from the most powerful consumer GPU, the 2080 ti. The 2080 Super is more than capable of playing games at 1440p 144h (or close to 144hz, depending on the game and if quality settings are super high).
Case: The NZXT H510 case is very clean, minimalist looking case with nice white and black contrast. Thermals are ok, but won't affect performance.
Power Supply: This is a quality/high tier PSU, and 650w is good for this system. If you expect to do a lot of upgrades in the future, you could go to the 750w version, but I don't think it's necessary.
Monitor: This is a nice 27" 1440p 144hz IPS monitor - great for gaming; and with an IPS panel, great for colors and viewing angle. If you are willing to order online, this monitor is about $100 cheaper on Newegg, has basically the same specs (27" 1440p 144hz IPS, a little slower response time) and received good reviews.
Webcam: This webcam seemed pretty good and includes a built-in microphone. There is a less expensive version on Amazon that seems to have the same functions (built-in microphone), and an option to bundle with a headset with microphone for less money.
Earbuds: This isn't in the list, but if your willing to use earbuds instead of headphones, I have this Sony model that has pretty good sound, works well for gaming, and has a lot of great reviews (part of the reason I bought them).

This was shot on the Logitech C270 webcam.
If you bust it out of it's case, you'll find there is a focusing ring buried inside. I designed this quick and dirty case to hold the PCB onto an existing stand. The camera is excellent can can focus manually once you give that focus ring a firm twist and break the glue.
If you are interested in doing this, checkout Teaching Tech's great tutorial. Michael Laws does an impeccable job in walking through it.

I made a very basic case to hold the board. I was going to make a nice cover for it, but I found the board runs warm so left it open to vent the heat. There are plenty of nicer cases on Thingiverse, this is my purely utilitarian attempt.

i use a logitech c270 on my raspberry pi 3 running octoprint. it's plug and play. there's a good list on github of cameras that work. you can potentially find something used cheaper, but for $20 i just bought the logitech.
It's easily available via Printoid app on my android phone (or via the web browser interface) when i'm in the house. i then installed openVPN on my Pi so i can VPN in from my phone and easily check on it when i'm gone.
As an added plus, openVPN also connects me to everything else on the home LAN when i'm gone, so i can check in on any other services/devices i want.

I'll probably upgrade to the C920 soon, but the Logitech C270 is what I've used for years and it's never failed me. Pretty ok quality and good settings adjustment so even my garbage green screen works beautifully. If you're on a tight budget, this is a great cam.
