The Logitech G100s is on sale in a bulk package (just the mouse, no driver CD, etc).
Really at that price point any comfortable mouse would work about the same.
Logitech G100s is a good mouse and is about $20, but keep in mind that some people reported issues with double click, but logitech seems to have an amazing support and you shouldn't have any problem replacing it.
Logitech G100s pretty cheap, and with a flawless sensor. Downside 500hz polling rate. Other: 2500 dpi max(you really shouldn't need higher than this) Ive also seen it refurbished on newegg flash sales for $11 with free shipping.
These are probably the best value peripherals. I've had nothing but trouble with cheap chinese "gaming" stuff. It's really just garbage office hardware with lights on it. If he's younger than like 12 don't bother and just get what you linked. If you're not in the US just look for the same products wherever you shop.

I've never paid more than $50 for a logitech mouse, personally.
Heres what I found:
G100S - $20, and pro gamers use it. No extra frills though, just a very basic mouse with a great sensor:
G402 is a good mouse for $40, but for some reason the seller is showing up as "Logimouse" instead of logitech, and you should be VERY wary of who the seller is on amazon, as they have become a popular place to sell chinese knockoffs. Contact amazon/logitech customer service to verify that they are genuine. A search in google did not turn up any useful information regarding the name "Logimouse". You could always get one and contact Logitech customer service with the serial number to verify it is genuine, and Amazon will take it back within 30 days I believe, maybe longer if it ends up being a knockoff. Just be careful of the seller name on Amazon because it really is a cesspool of chinese garbage there now:
G100S is used by quite a few pro gamers and can be had for a Jackson.

Logitech G302 used and also not needing leds but going for a "flawless" sensor Logitech G100s which I bought refurbished on newegg flash for $11
Edit: apparently the G303 has also been sold at $25 new and G502 has gone down to $25 used
