This is 5 Euros over budget, however I hear good things about it and it seems like it has a good amount of reviews on the Italian Amazon website.
This looks like a very decent, professional mouse. Close to what I'm looking for, but missing the extra/programmable buttons I mentioned.
But looking for this, I found a decent candidate. The problem is, it's not wireless (I can do without that though) and it's not explicitly silent, although there's a comment saying it's quite silent... I guess I might order it and try.

Fralaltro l'applicazione integrata mi permette di riconoscere i software che uso per lavoro (After Effects, Illustrator, Photoshop...) come "giochi", e quindi posso mappare i tasti per ogni singola applicazione agli shortcuts che uso di più. È stato per me il più grande gamechanger per la produttività degli ultimi anni.

I don't know why, but a lot of Logitech mouses are at like 50% discount on Amazon spain and pccomponentes (a Spanish online store). Are those discounts legit??

Problem is that now you're downgrading sensor tech (2014) but for more buttons. Kind of a trade-off either way. I'm not personally a huge fan of wireless mice though.

The G402 Hyperion is on sale for exactly that much on Amazon. It's a solid, well-reviewed mouse.
The Logitech G402 is 31, just above your budget. It is good mouse for FPS games. G502 is a bit more expensive than £40 but it does drop to that amount during sales. G402 is on sale right now on Amazon. It's up to you to wait for that G502 price drop or to get the G402 right now.
G502 is an amazing mouse and I highly recommend it but the G402 is not far behind it.

Chances are it won't be much good, especially for CSGO. I'd recommend paying a little more and getting one from a reputable manufacturer.
Though its priced quite a bit higher, the Logitech G402 is a great mouse for CSGO as it is known to have an accurate sensor (flickshots aren't possible to learn with acceleration). Also, there is a good number of programmable buttons for TS or whatever you want. Just to note, Logitech have amazing customer support and the software is extremely good!

The G402 Hyperion Fury is a really good mouse overall, and it's only 35 pounds. I know that breaks the budget as that's roughly 48 euros, but compared to other rivaling mice, it's a pretty good suggestion. Only thing to be aware of is the thumbbutton, if you have really large hands, this mouse wont work for you.
It's certainly possible to spend a bit less than this. For example the CPU cooler I added is optional as there's a stock cooler coming with the i5-6500, also could get some smaller and cheaper motherboard, but that wouldn't be black&red. Like this: http://uk.pcpartpicker.com/p/szYDbv

The P400S has a solid front, the P400A has a mesh front, for better airflow, which permits quieter PWM fans and/or lower temps.
That NVMe is not the cheapest 1TB drive, yet not with DRAM cache. Consider if you want to move either way from this midpoint.
If you're only getting the HDD to 'futureproof' your storage needs, may I suggest you go without any spinning metal old school tech, and instead get an SSD at the GB/£ sweetspot (~1TB atm) as & when you need more. Prices are forecast to continue to fall due to NAND oversupply.
Why not a newer B550 mobo, for future official Zen3, PCIe gen4 and SAM support?
850W fully modular is overkill, and at £130 is overpriced, for what a 3060 Ti and 6 core CPU needs.
That monitor isn't an IPS panel, and doesn't have much stand adjustment. Thus the AOC 24G2U is in every way better for £5 more atm (and sometimes cheaper).
I presume something about that mouse sells you on it specifically (maybe grip fit), vs cheaper alternatives £30, £23.
Won't be a jet engine. But if you want it to be more silent, you could buy 2 more aftermarket coolers. And replace the 2 stock fans. I am a big fan (pun intended) of Noctua, Be Quiet, Gentle, Bitfenix and some CoolerMaster fans for when on a budget.

read tom hardware psu tier, that PSU ain't the best. Expensive too strangely...
3200 RAM is excessive in a non OC build. I'd go for 2400, still xmp /overclocked, but better value for virtually same performance.
stock cooler is free, fine but a bit noisy. If your ok with that sure, use it :)

Video Card, I would choose a Sapphire Radeon R9 270X, it is slightly less powerful, but the difference is almost negligible, but there is a more then £150 price difference
PSU, way to much, I would recommend be quiet! 500W 80+ Gold Certified, as it is a high quality psu and still has enough "extra" wattage for oc
Mobo, if you wont add a second video card, I would say a Micro ATX is enough, and in this case I would recommend the ASRock H77 Pro4-M
