Hi!! Thanks so much for this and the detailed explanation as well :) question regarding the CPU, i know that the formd T1 still comes with a gen 3 riser cable so using a CPU that doesn’t have integrated graphics it might run into display issues and require some tweaking in the BIOS

Just get a riser with individual flexible wires so you don't have to fold it. The LOUQE PCI-e 4.0 riser or the Velkase VC-S290G4 PCI-e 4.0 riser would work.
I got this one from LOUQUE since it was a bit shorter and was readily available at the time, but Velkase sells a similar one that you can get. The blue cable PCIe 4.0 isn't rigid so you don't need to fold it and create unnecessary thickness.
What BIOS, what Riser cable?
Your problem is most likely the cable. Consider switching to an overspecced riser cable, keep the length under 30cm. Make sure that the riser card is being powered by a psu cable.
I've been running Gen 4 x8/x8 on the C_payne x8/x8 card since 2020. The two bios's I can confirm work are 11n (5600x) and F16b (5800X3D). RTX 3080.

Most 2020/early 2021 era linkup pcie 4.0 riser cables were not gen 4 compliant, dunno about linkup cables made after that period. ADT's PCIE 4.0 cable is supposedly very bad.

in r/nvidia I found a comment about it, I remembered the same thing:

Your options are leave it at Gen3 or get a very pricey Gen4 cable, there are only two companies making these that I know of:
LINKUP sells many different ones (length, angle), I remember they had (planned?) white ones, not seeing them now
LOUQE sells this only one length for the Ghost S1
One other thing to to note: Gen3 mode works just fine up to the point you reset CMOS, then you'll need to get back to BIOS by either disassembling and plugging the card directly into the slot or plugging a Gen3 card in.

im using one myself and getting full gen 4 speeds and can enable resizable bar, just a pointer you will have to carefully bend it into shape to create the "c" shape under the riser part for the gpu, if not it will interfere with a fan above the motherboard

Yeah, PCIe riser cables are weird, especially for GPUs or other high bandwidth things.
The HDPlex Riser cable allows for really tight bends without any problem and is designed for such.
While pricey I replaced the original riser of my case with the RC260 Twinax Cobalt and it pretty much isn't noticeable that the CPU is connected via a riser.
