I don't know what luthier's recommend, perhaps ask /r/luthier, but I would think that one of the the Makita RTO700 combo kits with several included bases ought to service well. E.g. This kit
For hand tools, Harbor Freight has a fairly good selection for not a lot of money. You can get your feet wet again and won't be left feeling guilty if you abandon the effort.
The power tools are so-so quality but at least the return policy is generous.
As far as quality tools, IMO a Makita mini router with a 1/4" spiral bit will be quite useful for cutting sheet goods, dados, & rabbets.
You didn't get much help with this. Are you still interested in constructing the table? It can be done with one sort of expensive purchase of a specific Makita router and a carbide spiral router bit. Some hand tools from Harbor Freight could be useful, too.
