If your dad won't go over $500, you could get a complete drum set from a name brand such as any of the following:Pearl Roadshow / Mapex Rebel / Ddrum D120 / Sound Percussion Unity (this is Guitar Center's brand as far as I know, and although technically an "off-brand" I would recommend them over other off brands) / Mapex Voyager (take caution with this one, I'm not convinced it actually comes with cymbals) / Ludwig Accent.
Since all of these are pretty similar: The drums should be more than adequate if you spend some quality time learning how to tune. The hardware should be fine for your purposes. You will probably hate the cymbals (and they will break easily).
If your dad is willing to go well above $500, the Tama Imperialstar - $700 is also something to take a look at.
