They can definitely grow in a window sill, but might not come out that great. Just depends on the variables.

They have small tent/light setups, like 2x2ft, stick it in the corner of a room and you're good.

Use something like this complete setup to piece the things you need together.

Understandable. This is probably the minimum you’ll spend assuming you have none of the parts you need. Most people have an issue with the smell so you’ll need the filter and fan. After that, I think the last thing you want to skimp on is a light. So this is probably the bottom I’d do personally. The way I look at this is, If you take care of your grow, you will almost ALWAYS net 1 oz. The cost of this kit is roughly the cost of 1 oz. respectively:

Go for it. Grab this, and Fox Farm soil and nutrient trio and you could totally go seed to harvest no problem. This would be almost identical to a setup I started with several years ago before I went on a hiatus. While you're working with this kit and that soil/nutes pair you can observe and learn a lot, decide if its something you want to keep doing, and if it is you can research how to better your setup for next cycle. Maybe consider cloning if it makes sense? If its not you're thing in the end, you're $420-ish in the hole. If you have a successful run and you harvest some decent bud you just paid what you would have for 1-2oz from someone/where anyway.

Thanks for this list. I don't have the answers to many of these questions which is already helping me identifying some of my problems.

I water when the top level of soil looks dry, the plant is in one of the cloth grow bags so when it starts to pool on the bottom i stop.

I have a fan at the top blowing air out to a carbon filter. I think i need to adjust the tent and seal the other holes at the top so that air is drawn in from the bottom to get better circulation

I did 18/6 for veg and 12/12 for flower. I swapped the cycle when the plant was about half way to the lights which i think let it grow too close to the light.
