I’ve used a fork mount mounted on the back of my cargo bike. Maybe you could mount one to a standard rear rack, even if it’s high up. Otherwise, maybe you could mount it to a trailer. So you would be towing the trailer and then the bike. I usually just strap the front tire to the bike being towed with voile straps.
I made a little wood platform using something like this. I guess I forgot to factor that into my price. I just had one laying around again and I was too lazy to keep pumping up my front tire.

I don't have your exact camper, but looking your model up on the internet shows it is pretty similar inside to mine. I had the idea before of converting the dinette for hauling the bikes. Drop the table like you are converting the dinette into a bed, take the cushions out and throw them on the bed. then bolt a set of these to the plywood on your dinette benches. When not in use for hauling bikes, you can flip the plywood over and put the cushions back down. You could use a ratchet strap through the back tires and ratchet it around the other piece of plywood on the other bench.
It was only an idea, and I have never tried it, so if you do try it and something goes wrong, I take no responsibility :-)
Roof mounted bike rack when you're in or near your car. Inside the car when you need to venture further off.
Also, there are very inexpensive racks that bolt to your roof rack that are really just a bracket for the bikes front fork. Remove front wheel, bolt bike to bracket, bungee cord the rear wheel. The front wheel goes in the car. This style is slow and tedious to put the bike on and off the car, but most thieves won't bother trying to unicycle the thing away with no front wheel. Additionally, these brackets usually have a quick release bolt, but that be replaced with standard hardware that requires tools, making the process of stealing the bike even more inconvenient.

It would be a snap to mount to any of the rear racks I use. And, you know, N+1 happens so it's good to be prepared.

I have these attached to the cross bar and use two toe straps to strap the rear wheel to the other cross bar. It’s super simply and cheap. And sturdy. I only have two of these, but I bet you could get four on top of your Outback. It’s not going to have that Thule badge for everyone to see but it will get your bikes to trail head.

If you have the header rail on your Tacoma buy these items. You just need to bore the holes on the mount for the bolt to fit through it.
The one built into the bed cleat sold on Amazon is junk. It’s held together with rivets and falls apart.

I just drilled/bolted in two $20 fork mounts in the bed of my truck. QR by default but I have a through-axle adapter just floating around the bed of my truck for when it's needed.

mounts are something like this except mine have a place to put a padlock through the QR part of the skewer and I really like that. Have a bike locked in the bed of my truck right now actually.
