Buy a 'Y-OTG' cable like this https://www.amazon.com/Micro-Cable-Power-Samsung-AtomicMarket/dp/B009YPYORM as suggested by josfr4ncisco. Connect both ethernet adapter and charger to it. It should give you both charging and network connectivity. Try it out.
I tried to use a USB OTG cable like this to connect a USB headset (also tested thumbdrive and mouse).

I know USB 2.0 and USB OTG isn't the same thing as USB 3 and type C, but I assume/guess the software would have to support playing and charging.
I think NTFS, but I'll have to check when I get home. Also, the HDD doesn't get enough power from the OPO, so I have to use this to connect a power cable.

Any USB OTG cable. I got this one, which is sort of a splitter sort of deal, so I can charge while having a USB device connected, like a controller or such.

The female USB Type A end is where you connect your standard USB device (like a controller.) Then plug your power cord into the female micro USB, and then plug the male micro USB into your nvidia shield.
If you don't care about the charging portion, a standard USB OTG cable would be female USB-A to male micro USB.. pretty much just an adapter to plug your controller into your shield.

To turn the tablet off and on, I have a Tasker profile that stops any audio and turns the screen off when it loses power and to turn on the screen when power is available. The power to my USB hub is pulled from the cigarette lighter, which in my car is only live when the car is on, so no dead batteries.
I made a custom pin-setup using the POGO pins on the bottom, but audio quality was terrible. I looked for a pure-digital line-out system, but couldn't find anything so now I use the USB DAC to the marine amplifier. With the ground loop isolator quality is excellent. I also ran a ground line straight to the battery to improve the quality of the ground and reduce audio artifacts.
For internet I've used Wifi Tether and OpenGarden Bluetooth Tethering. OpenGarden can work simultaneously with my bluetooth remote, but kinda sucks compared to Wifi Tether. OpenGarden Wifi seems ok, might try that next.
Alternatively I'm looking at the 3G version of the Nexus, might combine it with a Straight Talk mini-sim card for dedicated wireless.
I assume you're referring to the K1 tablet. Yes, you can get an OTG cable that supports charging and connect it to a network adapter.

Plug in the ethernet adapter to the OTG cable before connecting it to the tablet. Android should automatically connect, you'll see an ethernet cord icon in your status bar if it's working.

If you have an android phone check out Garmin Uploader. It depends on what you have for a garmin watch on the steps or cables needed. I have a FR305 and it requires a special cable.
You could use your phone but you'll need a special OTG connector to supply power and connect to your smartphone. I've done it with my 305, it's pain but doable with this android app.

Then, you'll need to install a custom kernel. On the Nexus 7, most of the kernels that you flash via TWRP or CWRM, have a GUI that allows you to enable this option.
The killer here is still the HDMI out. I'm pretty sure you can't use HDMI out and USB OTG at the same time on any device or any kernel simply because of hardware limitations.
