Would a small ulock, coupled with a looped cable do the trick? Something like this (not endorsing it, just an example).

Alternatively, would two small U-Locks (or padlocks) and a short length of chain (the width of the chair, connected to both locks, rather than looped) be suitable? It could be cable tied in place during the trip?
