Response officer here. When I started I bought a massive hold all for everything I could ever possibly need and it was always in the way. took up half the back of the car. Wouldn't fit in the boot when we had to transport a prisoner, massive pain.
Nowadays I just have a rucksack. I keep my traffic coat rolled up and clipped to the side of it, and carry my cap separately. It's got my clipboard and traffic book in it, some gloves, cold weather bits, emergency red bull, water bottle, spare cuffs and a safety knife. I rarely need anything else, and ultimately, if I do I can just ask someone to run something out to me.
Just don't be one of those officers who spend £000's on a massive body bag with their name embroidered onto it, covered in thin blue line patches, weighing half a ton, and getting in the way all the time!

Depends if you prefer a hold-all type bag or a backpack.
I have both, the backpack I used as a laptop bag, personal stuff, chargers etc.
My hold-all is more like a mobile officers with lots of paperwork, hat, high vis etc.

Reference hold-all, there is a lot of good ones. Patrol store and Protec supplies is a good place for kit bags. Protec supplies (also called police supplies) can print your collar number on your bag for free too which is nice

You've got me interested now. I got a similar one from MilTec. I like it but the Velox does seem nicer. The warranty is a huge plus. I was thinking of getting a second one just for outdoor/hiking, but the Velox seems like a good option

I would say it is very tough and durable, but you also get what you paid for. It's a very stiff backpack and while it could carry a lot, it wasn't very big on the back, rather it had more depth. So it would really mess with your center of gravity. Also one of the side molle wasn't stitched evenly so trying to put on attach a side compartment didn't work out the best for that side. Overall it was a good backpack for $36. I felt like not much thought was put into its design compared to other companies, but I guess with that price, what do you expect. This is just my opinion of one of their bags of course.
You could look for a 30l military backpack. Just look for a 'MOLLE 30L Bag' on amazon or somewhere, its a decent size, has a load of storage and lasts ages.
I too bike to and from job /training. Have had it for a year, and it has served me perfect. No signs of ware and tear so far. So I can really recommend it, and it's fairly cheap.
The one negative I have to say about it is that its not waterproof in the zippers, so in heavy rain the content can get a little wet. But it's by no means a deal breaker.

about a 10 pound load, and with all the straps tightened was pretty easy and didn't cause me any pain.
Load heavier stuff closer to your spine, and tighten down everything. ideally you want it to be as close to your body as possible and to not jostle around too much from running motions as it just causes undue stress on your body.

For general backpack work- like decline backpack push-ups- I'm a huge fan of Mil-Tec's Tactical Backpack.
Unfortunately, for inverse backpack rows, it's a no-go. The design is such that it greatly constricts the windpipe when worn backwards.
The thing is, at least for me, a cheaper student backpack works pretty well. I only need it to hold two 25 lb plates for inverse rows currently. I would suggest visiting your local Academy Sports and trying on options backwards to see how they wear. I would think something with this kind of strap structure would be excellent, as it's meant to hang a bit lower on the back (and thus would sit lower on your chest when inverted).
Again, just make sure- after selecting a backpack- that you secure the plate(s) in it very well with a towel. You'd want the weight to rest on your chest, not your stomach- and you'd want it centered with padding below and around it, so it neither slides to your jaw, nor is at risk of sliding off to either side of you.
Lastly, if performing this move, just be particularly careful about your form, and mindful not to be too aggressive in upping the weight. The risks are low if you control the movement and don't try to go to failure-- but if something does go wrong (particularly if you lose your grip), you can crack ribs or worse.
