Isn't it just a sidebelt/accessory? (maybe a skirt strap?) IDK if it's a proper name but probably an artist choice/design b/c idk how many actual outfits have 'belts' like that. Other than making it yourself outta sewing fabric or so, it seems like the type that'd come attach with the skirt if you searched for a Miku cosplay tho I dont think every miku cosplay comes with it.
