It's in an open-air rig (one of these) with a 3D-printer blower fan attached to it.
I picked the fan up on ebay for about $25 - just be aware that most of them use refurb'd server-grade fans so they're pretty noisy, especially if your case is open. They work extremely well though; card runs at roughly 40C under full load with the power limit set to 180W.
I'm currently traveling so can't take a look at the exact hardware, but I picked up one of these to use as an open-air case, picked up a Ryzen 5 (3600 I think, whatever was cheapest at the time; CPU doesn't matter for these kind of tasks), the cheapest AM4 motherboard I could find (which was ~$50, ASRock I think), 32GB of cheap DDR4 RAM for ~$80, and a cheap $30 256GB SSD. I had a decent extra PSU sitting around, but you can pick up a decent bronze-rated 500 watt PSU from amazon for ~$50.
