Ok I think I found something close. Check out Miquelrius Notebooks; they have a graph paper one with a header on amazon

Funny enough, I know only a Spanish brand that makes this kind of college paper:

That looks like Miquelrius graph paper. You can get it in spiral bound notebooks with microperforations to tear out and use in binders.
