Depends on what type of coding of course. But if it's something simple like some python scripts or something, then just buy something with a normal processor (no ARM). And NOT a chromebook! Seriously, they suck. And that's it.
Higher requirements like the need to have multiple VM's open, large compiles, etc drives the specs up of course.

This is HSPA+ only, not LTE, meaning it will only work on AT&T or T-Mobile in the US. And you won't get LTE speeds.
