There are products like this that work in RV's, they should work for you too.
Wow, glad you're leaving soon. If you're just trying to make it until then without all your stuff getting mildew, I would recommend these moisture absorption boxes. They work surprisingly well, and there's no risk of your AC catching on fire.
By a chemical dehumidifier or five.
Look for a balaclava, a good one. The good ones will not soak badly as it will dry up while you're riding as long as there is ventilation. Take your time buying and trying the one you think is best. Took me a while too, don't worry.
Another tip to avoid smelly helmets is to buy one of those dessicant containers used in dry boxes of cameras like this and put it inside your helmet after use. It will absorb your sweat overnight.

The type of file you linked is fine but A3 size will likely be too small. I measured one of my douga/sketch (douga are a tiny bit bigger than standard size cels) and its 240mm x 270 mm. A3 size is 210mm x 297 mm so it's too small. B4 is a better size or even A3 is good too since it is big enough to fit backgrounds too if you plan of getting more cels in the future.
In my opinion it's not needed. If you get one of those clear books it should be enough support already. If you want extra support, sure go for it but the one you linked will probably be too small.

I agree that humidity control is likely to be your biggest problem. Some people put desiccant (example: box ver or pouch ver) near their cels to help control the humidity around the immediate area the cels are stored. I saw another collector purchased a dry cabinet meant for electronics (like cameras) for around $300 (example here)
