I don't know if you will be lucky and have a good experience with refurbished moniters, but if we take in consideration the new item price then a good moniter will cost 200$ to 300$ without any discount or offer and as I found there is no moniter has a real 144Hz with build quality and all essential features you need in bellow prices.
A good moniter will not give ghosting or tearing, has a low input lag enough to not affect your gameplay, health friendly and has a good vibrant colors for datk sences.
As you can see this what I meant with the word essential features, but I have something for ya.
This ine has confused me at 200$ (discount) which meets your requirements, idk if this will never show ghosting or cause tearing, but it is MSI brand with VA panel and low response time (it has perfect response time according to MSI apecifications)
You won't find better moniter at same price with good known brand.
Note: you won't hit 144 Hz with your current GPU in most games so take in consideratin an upgrade to vega 64 cooled liquid in the future.
Your current choosen moniter has an additional input for joystick and 3.5 mm audio jack and the price at amazon is 225$ which is not bellow 200$ as you want, but it is the same with my pick for you.
I would personally go with the 1080p Msi optixG24C. Make sure to get the “c” model. There is a G24 non C that isn’t curved and the panel is not as good from what I have heard.
1080p is still the sweet spot for competitive FPS. High frames is always more important than graphics when playing FPS games

Your build looks great. However for the extra cooling i would reccomend a cooler master h500p mesh or just an h500p, they come in white. Additionaly you could upgrade the gpu to a 2080 and get a 1080p 144hz monitor instead of the 1440p one. Haha yup, this monitor is a shit show in terms of QC issues. My brother got it in May and its been in and out of service since then for the exact same issue, although his would always occur when on display port and on 144hz. He finally got samsung to send him a new one after they "tried" to repair the original one 3 times, and of course the "new" one had the exact same problem. Its a good monitor if you can get it to work, but not worth the hassle. If I were you I would just return it and get a refund. I would research it heavily before buying though.

I'm looking for a 27" upgrade with a relatively low refresh rate and Freesync mainly for sim racing and Netflix, but can also get the MSI for about the same price. Should I go for the 144Hz? Any recommendations appreciated, and if both are bad please let me know.

Gotcha. Well, generally for multiplayer shooters, you want high FPS, so you know exactly what's happening, right as it happens. A 240 hz panel can be had for a little more than 200 bucks if you don't care about GSync. It won't be super pretty (TN panel), but it'll be very fast.
For games that don't require extreme responsiveness, you're fine with a 60 hz panel, but go for OLED or IPS, and 4k resolution. So games like RPGs, stuff like that. An ultrawide would be cool too.
If you want a one size fits all, single screen setup, the one you've got is great. Another great (more expensive) option are these. Lower refresh rate, but they're huge and pixel dense and have gorgeous colors. Curved screen, too. Oh, and GSync.
If I were you, I might go for something cheaper (monitor wise) that does everything well, but nothing perfectly. Then in the future, once you find out what you like, you can upgrade to something that's perfect for your usecase. I use this one. Good colors, high refresh rate, curved, full HD. I'd recommend it to just about anyone who wants a general use monitor.
I have the same monitor and anyone who also has it will tell you it's too damn bright! I have to have the blue light filter on 24/7 and still have to take frequent breaks to stop my eyes from melting into the back of my skull. It doesn't support FreeSync which I'd assume is your reason for choosing the RX 580 over the GTX 1060 6GB.
I did a quick Amazon search for 24" FreeSync 144Hz Full HD monitors and I like the curved look of <strong>this one at $234</strong> (I'm from the UK I'm sure someone from the US will know where to find something cheaper) or you can obviously save the additional $32.71 and opt for <strong>this one</strong>.
P.S. I'm positive someone will find you a better overall build at a similar/cheaper price, don't think I've ever seen someone comment and say "Nope, nailed it". Only thing I will say is that I'm 99% sure you'll be recommended 16GB RAM or at least 8GB of 3,000MHz+, more than likely funded by replacing the H100i with an air cooler. I hear Noctua are leading the market these days. :)
