I don't know a lot about how this stuff works but everytime I would try and play a high bitrate or 4k movie my NAS would be pegged at 99% and the movie would stutter or stop playing. So I added 32gb of memory and the gpu and it runs flawless now.
Realistically, you don't have room to upgrade anything.
You can try a low-profile GPU but the markup on those is very high (because they can only be used in small form factor PCs like this) and their performance is not great.
Your honest best move is to get a new PC.
Reason being: Your CPU is limited to your motherboard. So, if you want to replace the CPU, you have to replace the board, and that's the basis of your PC. Not to mention a regular motherboard won't fit into that case, and the PSU is certainly proprietary, meaning that you'd have to replace that as well.
So that's a new case, new motherboard, which also necessitates new RAM and CPU. Add a graphics card and whala! You've got a new PC.
Good news is you can salvage that HDD.
To more directly answer your question: I see several slots open for a RAM upgrade, you'll want to add sticks. Likely a single 4 GB stick will bring you to 8 GB (Assuming you currently have a single 4 GB stick installed) and that would be a good upgrade. Aim for either 8 GB or 16 GB if the board supports it.
You want to upgrade graphics? Slap this low profile 1050ti into it. Please bear in mind that I picked up a fully functional laptop pre-covid for $50 more than this, which rocked a much newer CPU, and a 1050ti of its own. I really don't think it's worth dumping this kind of money into this desktop.
Get an inexpensive stick of RAM of the same like and kind, an SSD if he doesn't have one, and pick up a 1050, 1650, or (ONLY because the GPU shortage has made finding the above cards hard) a 950 that does not need additional power and you're done.
Some notes:
I can't really tell from the picture but you might need to get one of the above cards that comes with a low-profile bracket like this one if it doesn't have full/ regular-size PCIe brackets.
I did this for a friend years ago and he still games on it. Just don't expect anything higher than low - high 1080p at 60hz. I have a friend with a 1050ti that had to turn down his resolution to either 720p or 900p to be able to play cyberpunk above 30fps consistently, but that game is pretty much the worst case right now.
Also look at what generation i5 is included. Older generations only have 4 cores and 4 threads, which is getting more and more limiting in gaming as time goes on. Newer ones have more cores/ threads though. It might be worth looking into upgrading the CPU, but then you start getting to the point where it might be more worthwhile to spend a little more to build a cheap new PC.

If you are brand spanking new to computer stuff, I would ignore the entirety of the used market. You quite literally have no idea in terms of reference points to what is and isnt a good deal and how to tell if a particular used piece of hardware is on its way out. The risk to reward ratio just isn’t there.

Given you $150 budget, just grab this 1050ti off amazon. Gpu availability is pure garbage right now and you can save a bit of cash buying used, but again, someone couple be dropping a lemon in your lap and without a proper frame of reference you won’t know until its too late.
I’ve taken an FX-6300 to 5ghz as a daily driver for a couple years. Its a little clunky at stock clocks, but ibuypower likely used a cheap motherboard so overclocking is out of the question. The gtx 1050ti is still a decent gpu for 2020 gaming honestly and will serve as a decent bridge between your current build and your next one.

I put the MSI LP gtx 1050 ti in my sff case with a 300w psu. The card only draws 75w, and is a very strong card for what it is. It plays Overwatch flawlessly. At the time it cost me about $160, but now you may need to hunt down a decent deal on it.

It should fit and it's not a bad card for gaming. Any sort of "Low Profile" card will fit.
Question now is will your power supply handle it? Also what kind of processor did it come with? I believe the I5 was standard, but I know that there were other weaker ones and also how much RAM does it have? If you have 8GB of RAM and the i5 you might be good to go. BUy the GPU off of Amazon so you can return if it you can't get it working.

This is actually quite common with cheaper gpus. There are low profile xx50 cards like this msi gtx 1050ti and this msi gtx 1650 and the 1650 is about onpar with a 3gb 1060 which wasnt a bad card for its time.

If anyone else wants one without the huge holes, just get an Optiplex like this and slap a low-profile GTX 1050 Ti in there. (No need for modification or changing the PSU.) Boom. You got a decent, entry level, mid-range 1080p gaming system.
Or, better yet, get a full size desktop Optiplex, and you can get a PSU Adapter, to put any PSU in it you want, to pair up with any GPU you want.

I have thought about it. From my perspective, the gt 1030 (make sure you get the GDDR5 version) is a pretty solid card for what I use it for. My rig originally came with an i3 but I've upped it to an i5 and with that card I can run older AAA titles at low-med. The games I usually play like Civilization V & VI, Pillars of Eternity 1 & 2 and Skyrim are all at High settings.
They do have a low profile 1050 TI that is pretty cool. Since the Optiplex 790 DT (Desktop) I have can only fit Low Profile cards and the power supply can't take much more I'm pretty limited in upgrades. My roomate has a 790 MT (mini-tower) that has been souped up like this. After they scrap it for parts I've been thinking about putting my motherboard in that case but I don't know if there are going to be any issues.
If you're looking for a cheaper upgrade I've heard good things about the 750 TI and its performance compared to the GT 1030.

Yes, these are great systems to start with, however you are limited to small gpus. A low profile 1050ti would set you back about $150. Meaning your total cost would be around $340. My brother has a pc setup similar to this. You sure this one won't work? This is what I have in my optiplex 790 and it works like a charm. Even if the slot is slightly closer to the PSU I would expect it to be fine as most of the hardware sits above the card, away from the PSU and it's quite flat on the bottom.

I think that when you get under $500, you are best off buying a used PC and adding a graphics card. You can buy a $0-300 refurbished quad core i5 or i7. Then add a mid range graphics card. It is also nice to add a solid-state disk (SSD), and re-install the operating system to the SSD.
If the power supply can move the additional 150 Watts, the RX470 with a blower-style cooler would be the best choice. The Sapphire Radeon RX 470 4GB is a well-built example of a RX470 with a blower-style cooler. If only 75 Watts is available, and/or space is limited, It would be best to get the MSI GTX 1050 Ti LP.

You could go with the GT 1030 if you'd like, the only downside I can really see is that there isn't much in the way of upgrading the CPU so do what feels right.
