Ryzen 5 3600 is a stronger CPU in single core performance, it's almost a dead heat in multi-core performance (the R5 has 6 cores and the R7 has 8 cores, so the R7 catches up in multi-core).
If you have the budget, I'd say get the R5.
Unless you have a specific feature set you're looking for, motherboard barely matters. You can probably shave a few $$ off that if you need to save money, a quick look on Amazon shows a number of name brand boards under $100. Here's one from MSI.

Mostly due to the notion that I've been reading that the MoBo is pretty much the one thing other than the monitor that's worth future proofing. None of the 450's I've seen are PCIe4.0 compatible, I need to go to the next one up to get that. That being, said, the motherboard is one of the first places I'm looking at trying to trim some fat off, and I do have my eye on this guy if I decide dropping down to a 450 is what I want to do. Which, the more I think about it, the more I'm thinking I want to do.
Also, I can't really find any RAM in the 3200MHz range that's actually cheaper than what I got. The best I could find that was the same brand - same RAM module as far as I could tell, just a different speed - that was a whopping two dollars cheaper than the 3600MHz one.
The b450 Tomahawk max is pretty much never in stock, and if it is, it is never for 125$.
I'd reccomend just getting this, it's Micro ATX but it is 30$ cheaper. And all MSI boards are pretty much guaranteed to be Ryzen 3000 compatible out of the box so you won't have to worry about a bios update. For your future build lists I'd reccomend using a diff msi Mobo, I have made your same mistake before also, so it's all good.
Also, the Crucial P1 NVME SSD is only 4$ more than the Kingston, and the Kingston had a pretty bad rep for being slow. (It is still faster than a HDD but for 4$ extra you are getting a NVME drive.)
Amazon is out of a lot of stuff. It also doesn't have the 3300x available yet. This would work, but you'd still need to find a cpu alternative. 2600 is 150, 3600 is 170, I can't even recommend anything else there.

So it turns out I was far off in prices. 3300x is available on B&H for 119.99B&H for 119.99, preorder, or 199 on Newegg198.99 on Newegg.
B450 Tomahawk max has risen in price and is sold out in some places, but the MSI B450-A Pro Max is 99 dollars on Amazon

MSI and ASRock make the better B450 boards.
MSI Max series are all compatible. Make sure it says "Max" in the name. The A-Pro Max is $100 at Amazon, in stock as of this writing.
ASRock it depends vendor-by-vendor, to confirm that the BIOS is a newer update that will support Ryzen 3.
