I'm pretty sure it's a paintbrush cleaning pot. They're primarily for use with oil paints as the strainer allows the pigment solids to settle to the bottom, keeping the solvent 'fresh' for longer. A weighted base would make sense as tipping over a pot of mineral turpentine on your work surface sucks.
