This is one of the best air coolers on the market. One thing to note is in shorter workloads there's no real difference between a high end air cooler and water cooler. Where all in one water coolers get a real advantage is in heat soak. It takes a lot longer for an aio to reach their max heat capacity than it does an air cooler and that's due to the larger size and also the liquid.
If you can fit a NH-D15, you probably won't do much better. It's about the best air cooler on the planet, better than quite a few AIOs, and zero chance of leaks.

I'm doing a micro itx build with a ryzen 9 5950X and an nvidia quadro t1000. Is it worth going for liquid cooling? I'm pretty sure I can use this for my heatsink and it should work fine, but I need input.

No it's fine, it throttles itself to protect it from damage, however transcoding/encoding is very intense on CPUs and the stock cooler isn't great for that. Those temps are ok. I would get a better cooler like maybe NH-D15 which dropped my 2600x by a whopping 30°C compared to stock (note: stock for 2600x and yours are different.)
Deepcool won't work that good with i7 but Arctic coolers are known for performance and they will handle i7 really fine but they'll cost around 9000rs, air coolers are also great option and noctua would be best for you also do check out other noctua and arctic air cooling option which fit best for you because they have bunch of varieties to choose from (check the size too if it's compatible with the build/cabinet).
And that's a nice nice deal for i7 and as for which cpu you should choose? If you have enough money left after all the parts go for i7 but in my opinion you should go for i7 since deal is pretty good.
Don't forget to choose a good motherboard to make full use of your i7, idk which one suit best for intel i7, but from what I know you should look out for z590 chipset ones.. Some boards doesn't come with pcie 4.0 so do all the research before ordering one.
After all that put all the parts on pcpartpicker list and see if there's any warning (like "your motherboard need a bios update before using 11th processor")or any non compatible unit or any warning at all.

Yeah, I noctua is one of, if not, the best in the pc cooling industry. Their NH-D15 is an absolute beast, but considering you mentioned that you're looking for a budget option, it may not be for you. Also, since it's 165mm tall it'd be to large for your pc.

If you can eke out a little more in your budget... Noctua NH-D15 comes with 2@140mm fans $90... you'll be hard pressed to find a better, more robust CPU cooler.
There are some things you can skimp on in a build... cooling option should not be one of them.

Water cooling, at least with the all-in-one coolers, isn't that terribly different. Instead of mounting a big old honking heat sink / fan assembly to your CPU... you just mount a tiny water block... Then you have to mount a big old honking radiator somewhere else in the case. The case you picked out will support a bunch of options either way.
As far as air coolers... the Noctua NH-D15 won't necessarily look pretty through the side window... but it's probably the best air cooler you can buy at the moment.

So only slightly cheaper, but everything else still stands. They do offer a smaller size too, though I think the one I linked should fit most standard to large cases. I'd double check just to be sure. And you don't have to worry about CPU compatibility. Basically all CPU coolers come with mounting for Intel and AMD so you're good.

Certain CPU's (usually the "K" version for intel chips) can be manually set to run at higher speeds over the normal clock speed set out of the box. This causes the chips to become hotter so you need a good CPU cooler (liquid or air) as well. I currently have an i5 7600k CPU overclocked to 5 GHZ using this cooler. If you can build a PC you can overclock your CPU and graphics card. Just check out guides online!
PCpartpicker seems to err on the side of caution, but I don't trust it 100%. Newegg is probably the best in terms of parts specifications, they list cooler and ram heights and how big of a cooler each case can accept. Amazon will tell you too but sometimes you have to dig through the questions. The best source is probably the specifications at the manufacturers website. I bought two of the better cooling cases from that gamersnexus link to test the cooler fit, the Silverstone RL06 and Rosewill Cullinan. Supposedly the RL06 was like 5mm too narrow to accept the D15 cooler, but it actually does fit (however it touches the window). The Cullinan I bought as a backup because it was slightly deeper and that was the one I ended up using but it didn't like my tall Strix video card, had to fight it.
i bought myself the i5 8600K instead of the i7 because I've search for some tests and in most cases the i5 did a better performance than the i7. And it's cheaper than the i7. No regrets up to now. But you of course need a new Motherboard for the new CPU (i don't think you plan on keeping the old one anyhow), and they are also pretty pricy for the 8xxx Generation. But I can't tell you anything about performance in 3.0 as I'm not in the PTU.
edit Also think about a good CPU Fan if you buy the unlocked Version for overclocking purposes. On my 6700K I'm getting 4.7 @ 1.36. Keeps it between 65 and 70C at full load, and super quiet. Would definitely recommend it!

A good air cooler can compete with AIO water coolers, I hear good things about the Noctua NH-D15 but it's a little pricey. I personally use a coolermaster evo 212 with 2 aftermarket high static pressure fans in push/pull and get good results.
If you're looking to upgrade your GPU I'd recommend a RX480 8GB if you're at 1080p or a 1070 if you want to go to 1440p.
DDR3 and DDR4 ram aren't interchangable, it requires a CPU/Chipset and motherboard that supports it (1151, X99, H110, H170 ect.)
Gotcha. I use the stock cooler for my i5-4460 and can't hear it when gaming. Temperature-wise, it is sufficient for any i5 not being overclocked. It's not the most aesthetically pleasing cooler though, so you should be aware of that. As for cooling, the Vengeance series is very low profile and should not run into any compatibility issues, even with something as monstrous as the NH-D15.
Everything seems to be fine, it will all fit in the case and no compatibility problems. I'd go with an air cooler though, you definitely do not need to OC right now and even if you do, an air cooler would be fine too

get a better cpu cooler, if have the same cpu, overclocked to 4.6, i got it to 4.8 easily, but it's at 4.6 right now, it idles at 30 degrees celscius and under load is at 50 degrees.

If you change the h100i fans to lower rpm quieter fans it will be even further off the NH D15's performance. PLus that raises the cost even more.

Overkill Noctua Cooler is probably one of the best of the bunch - likely outperform a budget water cooler, and possibly end up quieter too. It is huge though!

The reason why liquid coolers are technically better is because there's more heatsink space (the size of the radiator is all heatsink fins getting rid of heat) compared to air coolers which are basically compressed heatsinks in a smaller area. Some air cooling models can be superior than liquid cooling due to the efficiency of heat taken away from the heatsink fins.
The other is aesthetics. An AIO looks cleaner than a giant heatsink brick in the middle of a case.
In your case if you're just doing some mild overclocking, the Hyper Evo 212 will be fine. If you want to stick to air cooling to keep things simple, the Noctua NH-D15 is widely considered to the best air cooler around and regularly beats out AIO loops.

I hadn't really considered the possibility of SLI, I guess mainly down top the barriers to entry I remember from 6-7 years back but I am guessing these are much lower these days. and that's completely fine. I don't mind the look of an air cooler either. I made 2 parts lists. This one is a build with a Ryzen 5 3600 and Rtx 2070. I just chose a random 2070 as a placeholder, because that choice is completely up to you and what you find. Rtx 3000 and AMD 5000 is crazy difficult to find at this point in time, if you don't know. But if you ever get stupidly insane luck, I put together this list which is the same exact list as the previous one, but with a Ryzen 5 5600x and Rtx 3070. Seeing as you want to build this pc within the next week, imo, you should stick with the first list, because most of the parts there are accessible now. Also, The cooler, Noctua Nh-d15 black, is kinda hard to come by at its msrp, 99-110 USD. If you don't mind the looks, The same exact cooler in its stock color, beige and brown, is available (In stock in 2 days in the U.S) , because like I said before, The black version is very popular, making it frequently go in and out of stock, But I would not pay more than $120 for the black version(sorry I'm using USD pricing its just that I'm more comfortable with it). The pricing on the list is in USD, so it is a $1800 list for me, which is around €1500 for you. And frick I just realized I used pounds in the titles of the lists, sorry about that.

I had the exact same issue! What's the point of a pump which is super loud unless I turned the pump so low the fans ramped like crazy trying to keep cool with my rather hot 5900x. Am a lot more satisfied with my two noctua fans which don't even get all that loud, though I haven't had time to stress test and actually record temps yet.
Amazon was kind enough to take the cooler back outside of their return period. My build is in a small form factor case so I had size limitations - Went for a Noctua C14S which is as good as it gets with my size limits.
Assuming you have a larger case, I hear the NH-D15 is really the air cooler to beat, and will provide competitive temperatures compared to the X63.

I originally had the Hyper 212 EVO just as you do on your list but found it to not be sufficient enough for the 8700K, especially if you overclock it (otherwise just get the 8700). You can get an NH-D15 or something similar from CRYORIG or be quiet! but they'll be bulky and make getting in to replace RAM or do other things more difficult, as you will most likely have to take off the cooler to get to your components. I found the H100i Pro from Corsair to be easy to install and it makes the inside look much more appealing than having a huge heatsink in the middle of everything. This was my first time using water cooling and it being an AIO, made everything hassle free and much easier to install than the Hyper 212 EVO, whose brackets make it a pain sometimes to install. I also like that using the iCUE software, you can have the H100i PRO change color according to its temperature, so it makes monitoring temps during games easy, as you can just look at the color of the AIO and you know if it is staying cool or hot. Lastly, and most importantly, the temps are much lower using it than the Hyper 212 EVO so if you have the extra money, you might want to go that route as it has many advantages.

AIO’s aren’t my first choice from Corsair. Honestly it could be the liquid inside the tubes. I recently went from an H60 to the Noctua NH-D15 Air Cooler, shit is nice when used with the Chromax black fans to replace the ugly beige/brown vanilla ones. I will tell you it’s probably time for a replacement.
My PC setup also includes the i7-6700k, it keeps the temps at 32 at idle and between 60-70 depending on the stress load of the game.
You may want to consider an air cooler next time. If your case can fit it, this is what I'm using and it works spectacularly well. :-)

On the Amazon page for that cooler there's a chart just under halfway down the page that shows 5 different Noctua models and the sockets they fit. It shows that your will need an extra part, which is a NM-i17xx-MP83.
The Noctua NH-U12S has a similar chart but it shows (with a check mark) that it comes with a bracket for the 1700 socket.

even the offical site for your cpu advertises temps max at 90/c.
dont stress to much if u are getting high temps under load, its normal with these cpus. thats not to say you can't improve your systems performance and longevity by getting lower temps.
If you work out the issues with you Wraith and don't want to spend $$ then give it a go. It could be idle around 50/c though which is not 'great' but not going to kill it. ideally you could pull it down 10/c. The Wraith is not 'bad' like people want to make out but obviously there are better options like an aoi or something like this bad gurl.

under volting is a common thing to do with these hot amd cpus and that could be something you might want to explore. youtube, reddit and forums like linustechtips will all have mountains of info on exactly what you want to do ... use the search features and google and you will find guides and tons of info. The Ryzen Master software lets you play with the voltage without even touching the bios (make sure you are applying changes to ALL cores and not just one). Again look to youtube guides. If you want to take this approach then good idea to run a little benchmark first and again after you have made changes.

There are of course other high-end options available as well, like the Be Quiet Dark Rock Pro 4 or Deepcool Assassin III, so if you can't get an NH-D15 anywhere, you could check both of those. There is, of course, AIO watercooling, but you seem to be the type of guy who prefers reliance over flash. Not that I blame you, I'm much of the same. If you do consider one however, Arctic Liquid Freezer II 240/360mm should put 5950X to its knees, even at moderate overclocks.
That being said, I decided to look into Fuma 2's high TDP cooling potential and if HardwareCanucks is to be believed (https://hardwarecanucks.com/cooling-power/scythe-fuma-2-review/), FUMA 2 should actually be really competent in cooling even high-end processors. Tests were done with 165W TDP i9-10980XE, while R9 5950X is "only" 105W. I recommend to read the article/watch the video and make your own conclusion.

A: Yes it will fit the VIII hero with an 1151 socket. I am using Kingston Hyper X ram and have no clearance issues. If you use a single fan even non low profile RAM will fit. It's just a the second fan that may hit your RAM.

Be careful about the size of RAMs

Pros: packaging is sturdy and organised; cooler itself is made of high quality materials as well as other extra items; noise levels are super low, even if I use high demanding software or playing games on Ultra settings.
Cons: this cooler is HUGE, so if it says in description that the height is 160 mm, it's only applied for a single fan combination (can be seen in a picture). I could not fit second fan because of the RAMs - this fan was sticking out of the case too much. Another con is that tightening screws on the motherboard was a true hell - I had to press main screws quite hard to make them stick on the thread (it's my first build so I was not expecting that).
Bottom line: this cooler is just beyond amazing, super happy to have it in my system. But if you have doubt about the size - better choose a smaller one so you could use its full potential. see less Happy Camper

Was able to do the tower + monitor for about $3370. Peripherals are completely up to you.
Most of the choices are relatively self explanatory, but the monitor choice stands out a bit. Yes, it is a budget offering but it has amazing specs for the price and hits the 1440p 144hz (in this case 165hz) sweet spot for gaming. I have one myself, and so far it's been amazing to me. If you would like a 4k monitor instead, I would suggest saving up some more or getting something like a 3900x or 3700x instead to invest more in the monitor side of things (a 3950x isn't necessary for gaming).
One other thing is that the hard drive currently runs at 5400rpm, instead of 7200rpm like most modern ones do. A 4tb 7200rpm drive will set you back another 40 or 50 bucks, so keep that in mind. (didn't include it so you would have some extra cash for peripherals)

What's the difference between the NH-D15 and the NH-D15S? I can't seem to find this NH-D15 on PCPartsPicker.
One additional note on the GPU choice - as PlaysForDays noted, the "standard" RTX 2080 performs only a bit higher (~10%) than the $499 RTX 2070 Super (Gigabyte 2070 Super as an example), but retails for several hundred dollars more. Its successor, the RTX 2080 Super can be found for $699-$730 (eg, this card, or this card), making it a smarter choice than your listed $689 Gigabyte RTX 2080.
Performance differences will vary from game to game, but essentially there's no reason to choose an RTX 2080 at $690 when for ten or twenty dollars more you can pick up an RTX 2080 Super. Conversely, dropping to a 2070 Super can save you two hundred bucks for giving up about ten percent in performance. For a build this powerful, I'd simply step up to the 2080 Super and call it a day. :)
The other observations about the motherboard are also valid. The Gaming X isn't a bad board, but it's not compelling when alternatives such as the Aorus Elite exist for a very minor bump in price.
For a CPU cooler, if you plan on using a traditional air cooler, go with either a Noctua NH-D15 or the Dark Rock Pro 4 from the irritatingly yet aptly named "be quiet!" They're both top tier, very high quality coolers with low noise fans which include mounting hardware for AM4 boards. They'll handle the 3900X's heat with no issues and you'll have some headroom for overclocking if you desire.
Have you already ordered the cooler? If not, the one I'm going with is the Noctua NH-D15. Extremely good performance and the difference is definitely worth it imo especially if you're gonna be overclocking.

As for RAM, yeah I'm doing some Corsair RGB RAM, but anything DDR4 with probably about 3000 MHz will do just fine.
Believe it or not, I'm air cooling using a Noctua NH-D15 - https://www.amazon.com/Noctua-NH-D15-heatpipe-NF-A15-140mm/dp/B00L7UZMAK. The whole setup is in a NZXT H500i with the two exhaust fans where they came by default, one of the two NH-D15 fans in the middle of the heatsink and two fans on the front radiator mount. I have found no need to overclock, so running the 9900 at default settings I have never seen the processor get hotter than 50C at full load. I wouldn't personally unless it was cheap comparatively to 1TB sata ssd's i.e more expensive but not ridiculous like double the price. I like my storage fast and I like it cheap. You'll notice a difference between nvme and sata if you're constantly putting the ssd through large read/write cycles eg video editing, video encoding, copying large files over 10G ethernet at speed. You may see a difference in loading games but at that point its up to you if a few seconds is worth whatever the added cost is over a sata drive.

Good idea, I'll also be waiting for the exact same thing. In terms of price drops it's kinda dependent on how well Zen 2 performs on what cpu's will be worth it. At the moment it's rumoured that Intel's cpus will have a significant price drop which might be tempting depending on how well Zen 2 does. I don't know how much the Ryzen 2xxx chips will drop by but I think it'll mostly benefit those who are in between R3 2400G and R5 2600 price territory, not so much on the high end 2700/x where the benefits of the ipc and frequency gain most likely will outweigh the extra cores and threads. For motherboards just make sure you have the ports you need, the features you want. Most z390 and x470 boards (and even some b450 boards) aren't complete garbage so chances are the one you want will be absolutely fine. As for RAM, pick one with as high frequency, as low latency (eg cl14.../cl15.../cl16...) and as nice looking as your budget allows. For intel the quality of ram in terms of clock speed and latency doesn't make too much of a difference. For AMD Ryzen it does but its not too significant so you don't have to go insane with frequency or latency as it'll end up being wasted money (I'd aim for at least 3200mhz with cl16/cl15 timings for Ryzen).

Noctua D15 or Be Quiet DRP4 are great air coolers assuming your case can fit them. Otherwise the U12a or Cryorig H7 are smaller alternatives.

For AIO's you can pretty much choose any 240mm water cooler from NZXT, Corsair, EVGA and Asus as they all use the same Asetek pump/block and rad.

The Define S isn't that big of a case to be honest. If you want to go for a smaller case go for it, it shouldn't be a problem at all. There will be madmen plonking a 12/16 core Ryzen in tiny sub 10L cases I guarentee you. I personally will be doing a mini itx build with an R7 3900x/3700x in a Fractal Design Nano S pretty soon but to be fair I'm going to do a full custom loop not an aio or air. Just make sure you pick a compatible motherboard with you case and make sure your 1080ti will fit.

Yep. I don't see that you'll gain anything major if you upgrade your cpu/mobo/ram. You will gain fps for sure but probably not as much as you think especially if you have that 4690k overclocked. I use one. AIOs leaking is the chance you take. Sometimes the AIO manufacturer will reimburse you for damaged components, but often they will not. If you're that worried about it, get an air cooler.

When I purchased my GPU, CPU and motherboard from MicroCenter, I got their extended warranty which covers damage from such things. That's offered solely by MicroCenter and worth every penny, just in case the improbable happens.

Having framerate issues in tf2, which is expected when the game is as old and unoptimized as it is. Right now I'm running 1440p/144hz, but will probably swap it out for a 1080p/165hz in the future.
As for current temps, I idle at ~35°C, running MSI Kombustor's CPU burner on all 8 threads has me jumping up to 85°C almost instantly, reaching just under 90°C after about a minute. I'll chalk up the higher temps earlier to warmer ambient temperature, but I may take a look at the thermal paste if this sounds wrong.
Currently I don't see any potential for overclocking with my current cooler, hence the desire for a better one.
Looking at the Noctua NH-D15 and Dark Rock Pro 4 right now, if that opens up any suggestions.

I don't know if the CRYORIG M9i can handle the 8700K well if you overclock it, at least not keep it at very low temps. You can get an NH-D15 or something similar from CRYORIG or be quiet! but they'll be bulky and make getting in to replace RAM or do other things more difficult, as you will most likely have to take off the cooler to get to your components. I found the H100i Pro from Corsair to be easy to install and it makes the inside look much more appealing than having a huge heatsink in the middle of everything. This was my first time using water cooling and it being an AIO, made everything hassle free and easy to install than. I also like that using the iCUE software, you can have the H100i PRO change color according to its temperature, so it makes monitoring temps during games easy, as you can just look at the color of the AIO and you know if it is staying cool or hot.
I would go with an air cooler such as this.
There's a few things, first of all Intel K series cpu's don't come with a cooler in the box, so you will need one. A good (but pricey) cpu cooler is the Noctua NH-D15. If you would like something more affordable the Cryorig H7 will work, although the temps will be higher than the former.

I would definitely get more case fans, I'd say two is the minimum. though you might want a better cooler if you're planning on overclocking much at all. I'd suggest saving up for the Noctua NH-D15, by far the best air cooler on the market, incredibly well reviewed as well.

Edit: Order three of these (Noctua 140mm PWM), run two in the front and one in the rear of the case, replacing the stock fans. You shouldn't need to open any of the top vents, use a PWM splitter if your motherboard doesn't have enough fan ports.
This would be my vote for the motherboard.
If you want to pick up a CPU cooler from microcenter, I'd go with this, although you can pick up the D-15 or the D-15S for the same price.

Air coolers that I recommend:
Noctua NH-DH15 - probably the best air cooler on the market
AIO's are easier to install than the coolers I listed above. AIO's are also aesthetically pleasing. Cons of AIO's are that the pump could fail and you could have a possible leak in your system. Corsair, NZXT, and Deepcool make pretty good AIO coolers, but all are susceptible to leakage.
Make sure to check what size radiators your case will support and where you will be installing it. The most common place is the front intake position.

All power supplies have a specific efficiency curve, and the average curve is most efficient between 40% and 70% load on the PSU. So, to get that 80+ Gold Certified efficiency, you don't want to be running your PSU under max load all the time.
Going with a 650w is just fine, and getting the 750w is just fine too, it doesnt hurt anything to have a higher wattage PSU, other than it costs a bit more.
Having the higher wattage PSU also gives you the freedom to add in an extra GTX 1070 in the future if you decide you need more rendering power if you are using a GPU rendering engine.
The i7 7700k has slightly better single core performance over the 6700k, and can be overclocked higher to get better performance. The rated TDP of the 7700k is 91w, and the cooler I recommended is capable of dissipating 140w. If you are concerned about temperatures, especially with overclocking, you can choose to get a bigger, beefier cooler, like the Nocuta NH-D15 but it will cost more.

That cooler is not big at all. This is a big cooler. You shouldn't have any problems with it bending your motherboard.

Alternatively, you can get a big honkin' D15 by Noctua if you think you'd see any benefit for the money.
Hey SUK, If its a hardware issue, it would most likely be a bad cooler (The pump or fans could be dying.) This would explain your CPU temperatures. You could also try reapplying your thermal paste since it has been two years, this could remedy the issue for a while if your cooler is dying.
It could also be a faulty power supply, but this would not explain the CPU temperatures, but it would explain the blackouts. I'd be very surprised if the graphics card was the issue, since the cooling is independent, and GTX 1070s take up about the same power as a 970.
I'd suggest looking into spending for something like a Corsair H100i v2 (on sale now actually!), its a good cooler at a good cost. Or go back to air cooling (while not as efficient, it is less accident prone) with a Noctua NH-D15.

Thanks, I originally was more interested in the loop, however after looking at a few things I realize that's more investment in time/money than I'm interested in, would something like the Corsair H60 be better than just going with this Noctua D-15 Just going off of similar prices.
There are some monstrous fans that do an amazing job at cooling like the Noctua NH-D15 and the Phanteks TC14PE. But only get one of those if you're truly worried about heat. Honestly, heating is not gonna be much of a problem for your build (definitely not enough to justify liquid cooling, as /u/throwawayasdf1338 said). I would recommend the Noctua NH-U12S, it should handle your rig, as well as being far cheaper and pretty decently quite. ; )
There are quite a few options then. This is considered one of the best AIO (all in one options) out there, but is about 20$ over your budget.
Meanwhile, Noctua makes arguably some of the best air coolers, if you can handle the ugly color. What CPU are you using currently? And is it overclocked/do you plan to overclock it?

Yeah, I'm looking into going with the Noctua NH-D15 for my heat sink and then replacing the stock fans in the case with NF-A14s. I want to keep the temperature as low as possible but water cooling (even AIO) seems a bit scary considering this is the first one I am building myself. I will definitely look into water cooling in the future though.
As for an SSD. I actually have one coming soon that I am putting into my PC. It's a 250GB Samsung 850 Evo.

I would go with artic thermal compound, its a little better in my opinion, ive never heard anything bad about that board or cpu. I usually perfer bigger coolers but it should be alright, intel tends to run cooler than amd. If you want to never worry about temps again you can go with something like a Noctua NH-D15. That performs similarly or better than most 240mm AIO watercoolers and is deathly quiet at idle, not too bad at full load either.
