I prefer Emby for media streaming. I use a steamlink box for streaming games, but it streams the desktop fine if you want to do that for some reason. Unfortunately, they're discontinued, but I believe you could use an android device w/ the app to accomplish the same thing. Just be sure to get something w/ USB ports for your keyboard/mouse.

This is an excellent device if you download high-bitrate movies/TV shows and want a device to stream locally from a HDD. Otherwise it's a great streaming device with AI upscaling for older content.

Say what you will about 4k being limited to the Shield, they are some of the best media players out there.
I think the one that constantly rates the highest in a lot of stress tests is this Nvida box. If I were in your situation, I'd consider going with this or the Fire Cube. You could always buy then to test them out and return if they don't suit your needs.

I have two Shield devices, specifically for two reasons: it handles 4k and HDR content very well, and it did not have any ads in the Home screen (only recommendations, that you can filter to your liking or completely disable). As of yesterday, Google changed the Android TV interface on the Shield to include content ads directly at the top of the Home screen. This includes ads for content that may be rated PG or above, and the images displayed for some of these ads are definitely not age-appropriate for young children. I had a Cube a few years ago. I had all kinds of random issues. I ended up swapping it out for a NVIDIA Shield. The Shield works much better. The Shield also works with Alexa.

Oh, right! I completely forgot about a4k. I had turned it off, and switched back to OpenSubtitles for the time being, b/c I didn't have WebDav setup. I'll turn it back on. I was trying to load from OpenSubtitles, but I see what you're saying. I was able to load from the PM cloud, and all the RARBG torrents come w/ their own subs, so that's usually not an issue, as I try to download from them first before anywhere else.
I'm not sure what caused the lag, then. I went back to watch the film from the My Files link, and it worked, but Kodi crashed on me. At first, I thought that it might be the library scan, but then, it occurred to me that it could be the new Kodi build I loaded last night. I'll try the WebDav library again tonight, see what happens, and if I have trouble, I'll install the regular Kodi 18.9 build, instead of the Fire TV-specific build. On the other hand, I've been eyeing this NVIDIA Shield Pro. I might just pull the trigger on that, and hopefully, that'll resolve all my issues.

edit: just to be clear, while I believe that it's possible to watch DV rips on an HTPC now, you can't do it with atmos at the same time... and if you want 4k streaming, I believe you have no other option really than something like a ShieldTV.

Every other player seems to have dramatically more reports of skipping or outright freezing when the transition to the third layer occurs.
One "solution" is ripping your legally owned discs with a compatible drive. Unfortunately, then you have to deal with annoyances like an Nvidia Shield not displaying Dolby Vision properly, and the total cost not actually being much lower.

Frankly, while converting analogue to HDMI is possible, it doesn't sound like a good fit for you.
If your PC is dated enough to lack both optical and HDMI output, and your receiver has no analogue inputs, just get a streaming device.

Then stream the video content from your PC to the streaming device. Many apps have built-in casting support, but you can also use third party software like Plex to run a media server if you wish.
Shield TV, Fire TV Cube & Apple TV 4K are the fastest streaming devices. All three devices support Dolby Vision and Dolby Atmos streaming. The Shield's biggest downfall as a streaming device is that it doesn't support HDR on YouTube, the Fire TV Cube and Apple TV 4K both support YouTube HDR. The Shield TV is the best device for local content playback as it fully supports lossless multi-channel audio output.
If money is not an issue then I would suggest going with the Nvidia shield pro which is around $200..

I don't know if Amazon is an option in your area, but they carry many types of Android TV boxes. They're basically Android tablets, but with an HDMI port instead of a screen, and in a small "box" form factor. They usually do have a lot of storage space (typically 8-16GB), but they usually have USB ports (for external hard drives\SSDs and flash drives) and TF slots (SD cards). Once you get it, setting it up is as easy as using the Google Play app to download your video player and file browser of choice (I use MX Player Pro and File Manager+, but that's just me).
NVIDIA Shield is the Rolls-Royce of such boxes... and for $199 it ought to be.
This Xiaomi Mi Box looks like a pretty good option.
My advice? Spend at least $50 on just the box (don't be fooled by one of those listings with a $50 box + a bunch of accessories). I've bought a few $30 boxes, and they were all junk. My current box (a Pendoo) was $65 and works fine.

At first I was hesitant to spend half of what the PS5 costs for this but the Plex app was so bad I had not alternative, especially for my 4k content. Honestly best little device you can get if you like to stream a bunch of stuff. It can also stream games from your pc to your tv pretty well. Best part is no transcoding is rarely needed unless you have an unsupported subtitle type like ASS. PS5 is great for gaming, not so much for consuming media

No. You need the Shield for both Dolby Vision and Dolby Atmos. You can read the description here.
Think of the Shield as a BluRay player and your media is BluRay discs. You need proper device to handle proper data. For Atmos, not just receiver but Soundbars. Many of them support Atmos nowaday. You can find one that won't break the bank.
Your current motherboard supports 4K output, but the HDMI ports are v1.4, which means you're going to have throughput issues if you try to play 4K video and lossless audio (DTS-HD / Dolby TrueHD) at the same time. Lossy audio (DTS / DD up to 5.1) should play just fine.
You don't expressly say, so I'm asking: are you using the PC to play your video content, or is it just storing it? If you have a decent (HDMI 2.0 or better) A/V Receiver connected to your TV, consider getting an Nvidia Shield, rather than upgrading the GPU. It can play your videos across your network (WiFi or Wired Gigabit) and will completely bypass your GPU. All you'll need is the Shield, 2 18 GBPS HDMI cables (Shield > Receiver > TV) and some CAT 5E (or better) cable OR a good WiFi connection (5GHz, AC1200 or better). Install PLEX on your PC and the Shield (free software) and you've got a menu-driven home media server that you can control from your couch.
The Shield has the added benefit of having a Gigabit Ethernet adapter, which your television almost certainly does not, so if you want to watch Netflix or other streaming services in 4K, this is an excellent option.
If you don't have an A/V receiver with at least HDMI 2.0 this can still work, it just means you'll have to find your HDMI-ARC (or eARC) port and output the sound from the television to your HDMI sound bar or whatever it is you're using. You could also use a S/PDIF (or Toslink) cable to output audio (assuming your TV supports it), but you'd be limited to lossy formats with this cable. This, of course, assumes you have some kind of external speaker setup. If you were desperate enough, you could just use the TV's built-in speakers and skip the ARC / Toslink route.
