RE: Speed eating - this is pretty normal for a lot of dog breeds from what I've read. Mine is part Beagle, and he just vacuums the food up if I dump in in the bowl. One serving gone in 10 seconds... he barely bites/chews the kibble.
A good idea is to feed by hand so you can control the pace of eating. You can take this time while she is young to develop a bond, and that all good things come through you. You can teach her some obedience commands and tricks using her kibble. Start with "Leave it" and "Take it" using this video, and you can expand onto other tricks this way. This won't help them relax their feeding when you dump all of it in a bowl - you should explore some 'slow feeding' options for her when you don't have the time to feed by hand (Kong, Snuffle Puzzle Mat, Slow Feeding Bowl). Feeding by hand is a game changer though... you can teach a lot to them this way, without 'treating them' outside meal time. Sit, Stay, Come, Shake a Paw, Lay Down, Roll Over, Touch, Speak/Quiet, Leave It/Take It... my pup has learned everything this way.

RE: Scarfing water down like there's a drought - I haven't read too much on this, but you could look at some slow feeding water bowls as well. I purchased this one from Amazon. Mostly so my pup's floppy ears wouldn't get wet while drinking from his regular bowl. They figure it out pretty quick.
