Oh I would use it mounted to my head while on the bike.
Olight also makes this mount that can rotate 90 degrees just to give you another option.

I have one of these on my bike and use any of my lights. Usually a D4V2 in bike flasher mode.
I did occasionally ride to and from the gym during the dark hours, I find that's usually best to get the purpose built bike lights because there's so much spill above that it's not great for those in front of you, I get the point of it. But if you rarely meet other drivers, you can find regular flashlight of your choice, and use this olight universal bicycle mount, ignore the inflated price, it's usually $9-10 CAD here, see your local Finland/EU price. Issues with some mounts are they don't grip enough, sometimes the surface of your bike handlebars are too smooth/needs to be roughened up.
I'm not too deep in riding at night especially in the woods, others should have a recommendation for helmet mounted lights.
I also do recommend a red front/tail light given how red is quite intense and noticeable especially at night, you don't need high lumens for red. Just like with motorcycles, you don't want to be invisible, but not quite a natural disaster.
Yeah, well-spotted. It’s a Zebralight H604c, which is their flood high CRI version. (You probably know all that, being able to spot a ZL!) I like the flood for evening rides, and I also use it in strobe mode for daytime visibility (low frequency so I don’t give anyone a seizure).
I mounted it with the OLight handlebar mount, which can be rotated and positioned to work with either 90-degree or straight flashlights. Works great and is super solid. No bounce, and the silicon straps are perfect.

The first thing that I thought of was the [Skilhunt H04 RC](You might also consider getting a right angle light like the [Skilhunt H). It's a super flexible light that can be used as a headband, handheld, or magneted to a surface. The headband it comes with is great because you can insert/remove the light super easily. The attachment thing on the headband is a rigid plastic so if you found a non-permanent way to attach that inside your truck (like using soft velcro on the mount piece and the scratch side somewhere on your truck) you could use it as a mount for inside your truck but still retain the ability to use it as part of the headband. If I were to buy a light specifically for in a vehicle, this is what I would choose. Now onto some other options that are a little more like what you actually asked for.
Pretty much all lights with mounting bases either suck or are really overpriced. Here are some universal mount options I found that should fit your "or a base I can buy with a light recomendation that fits it" criteria.
You could grab a universal bike mount like this one from Olight and attach one (or two, depending on length) somewhere inside your truck. The catch with these is they sort of require two hands to get the light in/out which may or may not be an issue for you. You could probably attach a couple to a grab handle or something so you don't have to permanently modify your truck at all. It looks like the bottom of the mount is removable too so you could just screw the top half down to an interior panel if you wanted to. Virtually any size light up to a 26650 will work with one of these. If you get one that's especially long you could use two.
I also found this belt thingy from Nextorch that looks like you can probably get the light in/out one-handed which is neat. This will constrain your light options a lot more though since it has a lot more strict size constraints. This should fit most lights in the 1x18650-1x21700 size range.
As far as lights go, I wouldn't want to spend a ton on a light dedicated to a vehicle because it won't get used often. Since those are such universal mounts, I'd just grab something inexpensive off the arbitrary list of popular lights. Perhaps a Wurkkos FC11 or Wowtac A5 if you don't have any extra batteries or a charger laying around. If you do have batteries and a charger handy already, you can grab something from Convoy really inexpensively. I've got a little Convoy guide you can check out with some popular models if you're interested.

Forgot to mention that's what I did with my light, mounted it to the top part of the fork and aimed it down. I think it looks aesthetically better that way and less chance its shining up and into the eyes of oncoming drivers. Didn't even occur to me that I wouldn't have been able to install the front rack had it been in the stock position, so good call out!
Agree with the need to add a better light for night riding, the stock headlight is weak. I bought this for now and just mounted one of my many flashlights to the underside of the rack pointed out.

Also I had a typo in my last post, I meant to say that I was considering the TH01, not the TH20. The TH01 has the integrated charging, slightly heavier battery than the Fenix but a more straightforward UI and way more power. I see that it has a lot of bad reviews that focus on poor turbo performance and a bad headlamp strap, but I don't care much about that, I would probably use it on high mostly.
The Wowtac H01 looks appealing, but it looks way less bright than the HM50r (or maybe I'm not reading the specs correctly?).
Are there any other lights besides the Fenix HM50r that use CR123A batteries and have integrated charging? Should I be leaning more towards 18350 models? Would using the Sofirn SP40 with the short tube make sense? If I do that, where can I buy a single rechargeable 18350 battery that would work well with the system?

The Olight universal flashlight mount is cheap and convenient albeit a bit unstable. I’d recommend grabbing one of these and a cheap high quality 18650 flashlight like the Wurkkos FC11 for a headlight. Right angle lights are more stable, but I don’t have one I love, r/Flashlight can help there.

Pending other comments (I've been away from the sub a fair bit for this year), I'd suggest at least looking at Sofirn headlamps (most/all of which have in-light charging, and many of which are on Amazon) and adding an Olight FB1 to hold it on. You should be able to get something decent under $50 that meets your requirements. The plus is the the light will also be quite usable off the bike, and easily removeable to avoid theft.

Hate is a strong word. Olight has a very effective marketing campaign, and a couple significant downsides. As a result, there are a lot of posts asking "should I buy an Olight?" and a lot of replies saying "proprietary batteries are bad, and so is the color rendering".
Something like this might be more easily adapted to a helmet than cutting up the headband mount.

The Olight FB-1 Olight FB-1 is a pretty good quality mount that will hold most popular headlamps (I am partial to mostly anything Zebralight and the Armytek Wizard Pro).
It is not a headlamp, but for what it's worth, I have been daily driving the Lumintop B01. It is a dedicated bike headlamp with a nice reflector design that helps to prevent it from blinding other people on the road/trail, and it can be easily detached from the mount to be used as a hand torch.
There are several Handlebar mounts for flashlights on Amazon.
I prefer standard bicycle light.
With my Blackburn Dayblazer 800 Front Light, I can change the light to the lowest setting when I am riding in a populated area.
I can also use the higher settings for riding in areas outside of the city with no streetlights.
The Skilhunt H04R RC might be worth a look since it has several upgrades over the A2S. It's more compact, includes a pocket clip, includes a magnetic tailcap, includes magnetic usb charging (you don't have to remove the cell to charge like on the A2S) and it's available with a high-cri emitter. The "R" in "H04R" refers to the fact that it uses a reflector so it'll be throwier than the rest of the H series headlamps. It's still a a little floodier than the A2S though. The "RC" refers to the integrated usb magnetic charging built into the head which makes recharging SUPER easy. Lastly, the way it attaches to the headband appears to me to be a lot better than the rubber loops used on the A2S. With the H04 series you can just clip the light in and out, and you don't even need to remove the pocket clip which is SUPER convenient.

Then you get Armytek's headlight strap and any right angle headlamp that uses a single 18650 or 21700.
I wouldn’t worry too much about the light coming with a bike mount, you can always get one separately. I have an OLight universal mount that works pretty well. Though I use it for my dog leash and strapped in a Wizard.
And now that I’m talking about it I realize Armytek makes a bike mount of their own, and the Wizard is on sale. The price is roughly in your budget after currency conversion, and they do ship worldwide.
I’m not sure if it’s the best choice as a specifically bike mounted light. But if you want a right angle, it’s hard to go wrong with a Wizard.
