I don't know what she's paying for her current service, but I have Ooma, which acts as a replacement landline service that I forward my Google Voice number to. The Telo base is currently $73 at Amazon. After that purchase, Ooma only charges taxes each month ranging from $4 to $7.
The relative could possibly port the number to Ooma (odd that she can't to Google Voice) and forward the number to her cell.
Would it be this one? Could I connect it to an RJ-11 jack, like a cable modem, and have it propagate the signal to the fax machine and the phones? Thanks again!
I've had no issues with Ooma for VOIP service for a few years now. Upfront cost of buying the box, a fee for porting your existing number if you want to keep it and then "free" phone service after that. They have to charge you the standard government fees, my bill is $4.23/mo.
We just keep it to give the telemarketers something to call that's not our cell phones.

And if you don't that might be a solution, to get the OOMA specific box and the router that you actually want.
How did it work with Frontier? Did they have Ooma built into their router?

The Obihai is completely free calling for life, but you don't get a 911 service included (It's $2 a month extra with no taxes). The Ooma is also free for life and all you have to pay is taxes monthly (also about $2). Both come out to about the same. You can transfer your number into the Ooma, but you have to get a new number with Obihai as far as I know. I use both and they work beautifully.
You were not clear about the deal you took. If you took their phone service, I urge you to consider Ooma instead. After the basic equipment, it'll cost you about $5 per month instead of whatever Comcast is offering. Also, get rid of their modem, it's not as good as one you can buy yourself. Here's the one I bought; a bit more than what you need, but it works great.
