Yes, Omega = Xi is the resonance frequency, the frequency that produces the maximum P2 population. But when you're off-resonance (delta != 0), the Rabi 'flopping' rate, Omega, is faster.

I think the point of the plot is that the larger Delta is, the smaller the amplitude and higher the (generalized Rabi) frequency.

Here's a great book that's all about the two-level system. It's dirt cheap too.
