I store my offline 3.5" drives in thick cardboard boxes, padded by layers of foam.

Most foam drive shippers will be fine, just force the candy in the foam will give way. Now depending on the foam, normal drives may no longer fit into the case anymore.
You can also buy some thing like this, the foam will reshape itself every time and tightly hold the drive in it. You may have to do some cutting to get the caddy to fit.

It's not cheap, but it's a lot less than damaged drives and lost data.
I love seeing people post stuff like this. I store my external drives in custom cut foam in an Nanuk case. Over kill I know, but its the only to protect them.

I wonder if this would really fit the newer, fatter 3.5"s... which are known to not even squeeze into some older cases designed for hard drives.

Stick the drives in some antistatic bags (50 bags for $10) and then put them in that suitcase.

If it was me I would just put them in the antistatic bags, then wrap each in a towel, and put in a normal piece of luggage that is tightly packed so the drives can't move around much.

500TB is a lot of data but comparisons to DVDs designed in 1995 is kind of silly. Compare it to modern storage formats like a 20TB hard drive.
20TB hard drives are out for around $500 each.
You can buy 25 of them and get 500TB for around $12,500 and carry them around in 2 of these small suitcases.

Or do you mean a case to put external desktop drives still in their plastic enclosures? That would be a heck of a niche product since the drives are already in enclosures. You could always get a case with foam not cut yet, and cut your desired size....
