If you can't afford professionals to clean it out here's what you can try. You'll have to do this for all affected rooms, the whole house to be safe.
Check your outlets with a flashlight, they make nests there. When you find an infested one (looks dirty inside/full of something) tape it shut. All around. These guys are tiny so do your best to make the tape smooth. Tape any other cracks or holes where you've seen them. Check your mattress. This is the tough thing. Your mattress will have to be thrown out if its infested. If it's not at all, get a cover asap. Move your bed a good few inches from the wall. Everything else fabric too. Ortho Home Defense Bed Bug Spray is your friend. I checked, it's safe for pets. My dog was and is fine. So is my child who was a very tiny baby at the time. Amazon Link. Its 8 dollars, you might can find it elsewhere too. Spray this on bed posts, sofa/chair leg posts. Whatever they might crawl up. Spray it everywhere you've seen them. It will look greasy for a bit but I have had no staining problems. Stay vigilant. Spray when and where you see them. Dry clothes and bedding on HIGH heat when you do laundry.
Oh, we never left the lights off completely. Its rought but even a little light (fairy string lights) was useful I think.
Best advice I can give you. We moved into an apartment with bedbugs and haven't seen any in almost a year since doing this. We only had to fight it about a month. Hope it goes well for you/hope any of this was helpful. Good luck.
