You could get something like this that they can hold or you can stick under their butt, and it should help a little bit. I live in Chicago, and we have one for our walks/runs to daycare in the morning during the winter.

I don't like them as much because they don't get as warm. I do like that they split in two. There are other brands that split in two and have higher power so I might get some of those.
