Well now I feel even more embarrassed. My first comment was correct, and I'm pretty sure OP searched and found the wrong book because of the name issue.

It fits all the criteria - waves of people, previous survivors, old woman in charge of camp, MC is basically the only magic user, continual fights against river monsters.
